NC's New Recruitment Policy major reason for its poll debacle | | | Early Times Report
Srinagar, May 19: At a time when Chief Minister Omar Abdullah is seeking feedbacks from the people at large for the reasons of his party's outright rejection in the just concluded Lok Sabha elections, many believe that the New recruitment policy brought in by his government was one of the prime reasons behind his party's shameful defeat. NC's 2008 election manifesto had laid its emphasis on the youth and many promises were made to the educated un employed youth , but instead of addressing their issues, the coalition Government has given them uncertain future by bringing in highly discriminatory New Recruitment Policy. While addressing the unemployment issue the NC's 2008 election manifesto read as : " We have almost half a million unemployed educated youth on the roster . It is an alarming situation and has to be tackled sensitively and expeditiously. On one had unemployment has put our youth under tremendous mental stress and on the other they are wasting their talents ,initiative and energy. In the bargain it is the state and the society that is the looser. Qualified manpower is our greatest wealth that needs to be utilized and harnessed. We pledge that we will explore all avenues for their gainful employment ,locally , nationally and internationally. It is a shame that scholars with PhD , Medicine and Engineering degrees should be getting wasted away, We will explore avenues for their adjustment ." But rather than bringing in pragmatic initiatives for enhancing employment avenues for the youth of the state, coalition government brought New Recruitment Policy which is nothing but a nightmare for the educated youth . This anti youth policy is only applicable to non gazetted employees and gazetted cadre is not covered under the said policy making it discriminatory and selective. Under the new recruitment policy, the fresh non-gazetted recruits shall be paid fixed monthly salary equivalent to 50 percent of the basic pay and it would be only after putting in five years that such an employee shall be entitled to his full pay. While talking to Early Times Aam Aadmi Party (AAP) leader Dr Raja Muzaffar Bhatr said that it is a shame on part of the Government that MD , MS ,MBBS , MPhil and PHD degree holders are being made to work like coolies and in return are paid peanuts. "How humiliating it is for a contractual or NRHM doctor who draws 50 % less salary than a permanent Nursing Orderly (NO) or a Sweeper who also work in the same hospital ? Similarly a peon posted in a Higher Secondary School or a Degree College gets double salary than what is paid to contractual lecturer there. It is these contractual doctors or lecturers who actually run our peripheral hospitals , Higher secondary schools or degree colleges. Leaving aside the Government's apathy with them , even the permanent staff members from top to bottom treat them as untouchables and make them work like animals. How sad it is that the female contractual staff members are not even entitled to maternity leave." Dr Muzaffar added. Wasim Khanday from Islamic University Awantipura said that New recruitment policy is going to increase migration of youth from J&K in search of jobs which will lead to many social and psychological problems . Instead of providing better job opportunities, the new recruitment policy has proved to be a threat for the future of our educated jobless youth . |
