HRD Ministry cuts quota, allows just 2 students per college

SRINAGAR, June 23 : Recent decision of All India Council for Technical Education (AICTE) to admit only two students per college during the current academic session under the PM's Special Scholarship Scheme (PMSSS) is being criticized by the scholarship aspirants and their parents as they feel that students would be send to colleges located in far flung areas of various states. As per the decision of the AICTE which is the nodal agency for implementing this scheme in J&K , it has been decided that only two students would be allowed to take admission in each college, as the number of annual scholarships fixed by Ministry of HRD is 5000 , it means that AICTE would have to search for 2500 colleges across India to admit the students from J&K. Aspirants and their parents have now approached Minister for Human Resource Development (HRD) Simriti Irani requesting for an appointment with her so that this matter is addressed. Memorandum sent to Ministry of HRD by a group of students from valley reads as : "unhealthy development attributed to your ministry about recasting of guidelines under Prime Minister's Special Scholarship Scheme for J & K students circulated in 3rd week of June 2014. At the outset, we can safely submit that it has not the approval of the HRD minister or the Prime Minister whom the scheme is attributed as both of them would not be so callous about student community". Students also want the last date of registration to be extended in view of the CET exams results which is yet to be announced. According to details the last date for registration under these guidelines has been declared as 3rd july-2014 by AICTE- New Delhi. "The date needs to be extended at least by 3rd August primarily for the reason that CET results in J & K have not been declared as yet. In addition holy month of Ramzan is starting from June 29, 2014 and the provision of offline registration has not been made which is necessary because of lack of internet connectivity and frequent power break down in remote areas like Leh, Kargil, Kishtwar, Bani, Basorli, Bilawar, Mahore, Karnah, Teetwal, Machil, Gurez " said Abdul Hamid Khan from Srinagar who intends to admit his daughter under this scheme. Observers say that students will not prefer to opt for the scheme and will take on roads which will promote further alienation of youth. It would be pragmatic to remove the rider and make the scheme more students' friendly and if this is not done the prescribed mechanism would take away the choice of student about the institution, course, and preferred location, commensurate to his food choice, language, and connectivity as also the climate. This mechanism runs counter to the aspirations of the students and will always keep their parents on tenterhooks to know about the safety and security of their wards. The guidelines need to be withdrawn and reverted to the basic guidelines of 2012-13.
