| Of Rs 15.6cr allocated, only Rs 69 lakh spent on maintenance of roads | | PMGSY becomes victim of apathy in J&K | | Arun Singh
Jammu, June 23: The administrative apathy towards the maintenance of roads constructed under PradhanMantri Gram SadakYojna (PMGSY) can be gauged from the facts that against Rs 15.66 crore allocated for their maintenance only Rs 69 lakhs were spent in last five years. Sources informed Early Times that approximately Rs 15.66 crore had been allocated during 2009-10 to 2012-13 for maintenance purposes to the PMGSY organization but it merely spent only Rs 69 lakhs indicating poor utilization of funds on maintenance of roads completed under the programme. "As per PMGSY program guidelines, the State Government had to provide funds for the maintenance of roads completed under the scheme, but the organization failed to utilize funds leaving roads bereft of necessary maintenance work," " they said alleging a serious lapse on the part of Jammu and Kashmir Rural Roads Development Agency (JKRRDA) that the mandatory separate books of accounts have not been maintained by it. As per PMGSY Account Manual, it is required to maintain separate books including Cash Book, Bank Authorization Transfer Entry Book, Ledger of credit and debit balances, PlU-Wise Programme Fund register, Programme Implementation Units Wise Bank Authorization registers and outstanding Bank Authorization with PIUs Registers of accounts but due to Non-maintenance of these books of account funds released to Programme Implementation Units and their utilization during the period from 2008-09 to 2012-13 could not be ascertained which is fraught with the risk of frauds, misappropriation. Interestingly the annual accounts for the years 2008-09 to 2010-11 were certified by the Chartered Accountant in absence of these vital records and that there was variation of figures of interest amount shown in the audited accounts and those in the bank account. |
