Tragic tale of Central University (CU) Jammu-IV

Non-state subjects preferred over local Jammuites!

JAMMU, Sept 25: Believe it or not but post-graduate faculty is teaching scholars admitted for PhD and M.Phil programmes in Central University (CU) Jammu.
Two faculty members are from Secretary Human Resource Development (HRD) Ashok Thakur's home state Himachal Pradesh while third one is from Jammu. Sources added that though all the three are NET qualified but teaching scholars courses far above their qualification when they themselves are not that qualified is like making mockery of the entire academic atmosphere. NET is merely eligibility and not an academic qualification.
This speaks in volumes about how the ex-VC wanted to make CU one of the most prestigious and premier institutions in the country, said an official. He added that JU has much tougher appointment norms than the Central University where post-graduates merely on the grounds that they have qualified NET are teaching PhD and M.Phill courses in English.
Of the other three faculty members, Prof. Nandini Bhattacharya who is Head of the Department (HOD) of English is from West Bengal and was appointed by ex-VC Sudhir Singh Baloeria by using powers vested in him. No selection committee was constituted neither were any interviews held for the said post.
Such are the state of affairs in the University that those who have crossed 70 are still working in the University in the interest of administration while Prof. Rita Saldanha was show the door once she completed her three year term. Sources said that rules stipulate that Central University (CU) has to advertise the post of HOD and if they do not receive any response after advertising the same three times, then the VC can use his powers and appoint any eligible applicant.
If the sources are to be believed, an expert hand in English and ex-HOD English in Jammu University Prof. Deepshikha Kotwal was not even contacted despite her being available. With so many old hawks from Jammu University working in CU, none bothered to inform the VC about Kotwal nor the VC who called up HOD from West Bengal for English Department bothered to find out if a local was available or not.
They said that she would have easily made it to thex0e post of HOD but CU officials ensured that Kotwal is not appointed. Instead, sources said that they appointed a Professor from West Bengal as HOD of the English Department, thus ignoring a highly qualified and deserving daughter from Jammu region.
Not only Kotwal, Dr. Eisha who was PhD and working on contractual basis in the Central University as Assistant Professor was not selected during the interviews for the permanent posts. Instead, she was removed and in her Dr. Kiran Kalra who completed her PhD recently was appointed. Kalra is daughter of a retired professor from the Department of Urdu in Jammu University.
The only face in the English Department who survived the brutal onslaught of the VC and his coterie is Dr. Mirza Ahmed Afzal Farooq. He is Assam and has been selected from the OBC category. Assistant Professors Raj Thakur and Raj Gaurav Verma are both from Himachal Pradesh. They are simple post-graduates and have been appointed in the CU for having qualified NET, which is simply eligibility and not an academic degree. Sources do not hesitate in relating these two to the Secretary in HRD Ashok Thakur who is also from Himachal Pradesh.
Neena Gupta Vij is daughter of a retired Army officer. Sources said that she too is simply a post-graduate but is teaching PhD and M.Phill courses in English in the Department of English of the Central University. They maintained that ex-VC either was too much dependent on ex-University officials or used the
post of VC more as Bureaucrat and less as an academician.
