| 9 yrs on, only 9 permanent lecturers posted against 24 sanctioned posts | | Contractual lecturers manning GDC Mendhar | | GS Asgotra JAMMU, Sept 25: The colleges in rural areas of Jammu province have been grappling with shortage of permanent staff. Take the example of Government Degree College (GDC), Mendhar, which has only eight permanent lecturers against 24 sanctioned posts. The eight permanent lecturers are being assisted by the contractual lecturers to run the show. Sources informed Early Times that a total of 26 posts were sanctioned including 24 posts of Assistant Professors, one post of Librarian and one of physical instructor when the college was established around nine years back. Owing to such shortage of permanent assistant professors, every year nearly 15 contractual staffers have been manning the affairs of college. Every year there is delay in engagement of contractual staff, due to which the studies of various classes suffer, an official said, adding that on one hand all the posts of assistant professors in urban colleges have been filled and even some colleges might be overstaffed but none of the assistant professors prefers a posting in rural areas. Pertinently, GDC Mendhar is just half a kilometer away from the bus stand, and was established in year 2005 with much fanfare and then State Government had won accolades from public but so far no adequate had been made available to it. Source in higher education department wishing anonymity said that higher education department had engaged candidates on academic arrangement basis in the month of August and relieved them from the college two months before the end of session and one could judge how the course of students would be completed. He said not only the Mendhar college but all the colleges of Jammu province were running short of permanent staff even as many professors of different streams had been overstaying in urban colleges for years in total violation of the transfer policy. GDC Mendhar has been running 20 departments of different streams in which five are science stream subjects. Maximum departments have only one assistant professor and even some of the departments have contractual lecturers as their heads. When this correspondent contacted GDC, Mendhar, principal, Prof S H Shah, he said that there was dearth of academic and other staff and they had been asking the higher authorities for providing staff, but of no avail. |
