| Admission crisis in NSS, Public Administration, Mass Communication, Social work | | Tragic tale of Central University (CU) Jammu-V | | '5 faculty members teaching 6 students' Syed Junaid Hashmi JAMMU, Sept 27: Showcasing lack of application of mind while selecting courses to be taught, Central University is now finding it hard to admit students for four newly designed courses available with it. If the sources are to be believed, National Security Studies (NSS) has five faculty members teaching batch of around 6 to 7 students who have opted for post-graduation in this subject. They added that university is finding it hard to admit student in this course which is not only new for the students of Jammu and Kashmir but also has no employment avenues in the state. If the sources are to be believed, the course was started on the advice of some retired Army Generals. The then OSD to the Central University P.S. Pathania, according to reliable sources had sung peens before the then Vice-Chancellor Dr. S.S. Baloria about how this course was job oriented and important for students of Jammu and Kashmir who have been battling cross-border terrorism and other related problems since the last more than 25 years. Intent was to appease the then VC who wanted the course to be started in Central University, said a close aide of Pathania. Following this, a retired Professor from Tamil Nadu Prof. Gopalji Malviya was appointed as Head of the NSS department. If the sources are to be believed, what makes his case interesting is the fact that he too had already been member of various interview and appointment committees. Then, one fine day, he was appointed as Head of NSS in the Central University. He has four other faculty members in the department, all of whom are not residents of Jammu region. Sources said that these highly qualified faculty members are drawing huge salaries and teaching students which are nearly equal to their number. University has 30 seats in NSS for post-graduate students and 5 for integrated M.Phil and Ph.D programmes. But most of the seats in PG are vacant. Though qualified but Malviya too was appointed by the University authorities which then for all practical purposes included only VC and his OSD without any interview and without facing any selection committee, maintained the sources. They stressed that decisions were taken in hurry and people were engaged without taking into consideration utility and employment possibilities of the course. Public administration too is facing the same crisis. Department has 30 seats but since the year 2011, when it became functional, CU has failed to find students for being admitted in this department. Headed by Prof. Y. Parthasaradhi, the Department of Public Policy and Public Administration has five faculty members, all of whom are from outside the state. Parthasaradhi, sources said that was not even eligible for appointment since he did not have the requisite API score as per UGC guidelines. He was appointed by the VC using his special discretionary powers, added the sources. The five faculty members are teaching students double their number despite the availability of 30 seats in PG and 5 in integrated M.Phil and Ph.D programme. Shocking is the case of Post-Graduate Programme in Mass Communication and New Media has no Head of Department but coordinator is running show. Department has around 8 students with four faculty members but no Head of Department. All the four are working on permanent basis and all are non-locals. No permanent citizen was either appointed or even called for an interview. Dean of the Department is Prof. Y. Parthasaradhi, the head of Public administration. Same is the case of Social Work Department which too has permanent faculty but few students. |
