As long as ceasefire violations continue Modi may not resume channels of dialogue with Nawaz Sharif | | | Early Times Report JAMMU, Oct 4: On one side Islamabad and its agencies want India to resume the channels of dialogue for settling various bilateral issues, on the other it has not responded to Prime Minister, Narendra Modi's suggestion that once Pakistan created a peaceful and favourable atmosphere, New Delhi would resume talks. Agencies across the LOC, especially the Pakistan army, have totally ignored Modi's call for delinking talks from terror on the plea that talks and terror cannot coexist. And still Pakistan has been demanding bilateral and even triangular talks for settling various issues, particularly the Kashmir issue. And despite commitments on honouring ceasefire agreement, made by the Pakistan army officers during flag meetings, Pak troops have been repeatedly violating ceasefire on the LOC and IB in Jammu and Kashmir. And these repeated ceasefire violations have been recorded in various sectors on the LOC and on the IB during the last three months. It was on Friday that a minor girl died and four men, including two minors, were injured as Pakistani troops shelled Indian posts and villages along the Line of Control in the Sabjian sector of Poonch district. Normal life in the border belts of Poonch remained paralysed because of intense shelling which, intermittently, last for a few hours. The Pakistani shelling on the intervening night of October 1 and 2 had left six civilians injured in Gagrian and Danna villages in the same Sabjian sector. Intelligence sources said that the sudden spurt in truce violations is an attempt to push in terrorists into the Indian territory. The United Jihad Council chief, Syed Slahuddin, had announced that militants, operating in Jammu and Kashmir, have been directed to suspend their activities and operations in view of the devastation caused by floods. But during the last one fortnight a number of encounters took place between the militants and the security forces at various places in the Kashmir valley indicating that militant operations have not been suspended. In one incident a Hizbul Mujahideen militant was killed in an encounter in south Kashmir's Pulwama district on Friday. The gunfight erupted last evening after a joint search operation was launched by the counter-insurgency unit of the police, 55 and 42 Rashtriya Rifles and the CRPF in Charsu village, 35 km from Srinagar. The encounter took place days after chief of the United Jihad Council, an umbrella group of nearly a dozen militant outfits, Syed Salahuddin had stated that they had "suspended" militant activities in the wake of the floods in the state. On one hand the Pakistan army has been delaying multidimensional operations against the terrorists, on the other it has been resorting to various tactics to push groups of militants into Jammu and Kashmir. As a result of delay in implementing what Pakistan calls Zarb-e-Azb against terrorists more than 150 people, including several security personnel, have been killed in gun and bomb attacks by the terrorists in various areas of Pakistan during the last three months. Do these incidents create an atmosphere conducive for talks between India and Pakistan? Certainly not. Yes even if New Delhi has been telling the world that the proposed Foreign Secretary level talks were called off in protest against Pak High Commissioner in India, Abdul Basit's invitation to Kashmiri separatists for talks in New Delhi, the another factor responsible for the cancellation of the talks has been repeated ceasefire violations on the LOC and IB in Jammu and Kashmir. So long Modi is occupying Prime Minister's chair in India he may not budge from his stand. And if Islamabad wants New Delhi to reopen the channels of bilateral dialogue it should stop ceasefire violations, stop helping militants to infiltrate into Jammu and Kashmir and stop patronizing Valley based separatists. |
