Invoking spirit of Kashmir issue | | | It is just part of its political and cultural philosophy.Whenever Pakistan and its establish ment finds themselves in some difficult situation they invoke the spirit of the Kashmir issue.They keep on naming Kashmir like a mother searching for her missing son.Even after Prime Minister,Narendra Modi,conveyed to the world,from the floor of the UN General Assembly,that India was in favour of resolving all issues with Pakistan but Pakistan should first of all create an atmosphere for the parleys.He made it clear that talks and terror cannot coexist.Unfortunately Islamabad,its Army,the ISI and the extremists,have hardly initiated any step for creating an atmosphere which could prove conducive for talks.Instead of creating a favourable atmosphere for bilateral talks Pakistan has once again raked up the Kashmir issue telling India to resolve it through sustained talks.Not only the Kashmir issue it wants to settle peacefully but also wants the Siachen conflict too to be resolved amicably.For years together whenever India has opened the channels of dialogue for resolving various issues,including Siachen and Sir Creek or water Islamabad would insist on taking up only the Kashmir issue for discussion.And instead of creating an atmosphere which could prove conducive for dialogue Islamabad has given a new dimensions to the Kashmir issue declaring that it is a legal issue. Islamabad has stated that Kashmir is a "legal issue" and must be resolved through plebiscite as per the aspirations of the Kashmiri people. This is what the Foreign Office spokesperson Tasnim Aslam has said adding that Indo-Pak talks were not a substitute to the UN resolutions on Kashmir which envisage plebiscite in the region."Kashmir is a legal issue also and its legal position demands that the dispute must be resolved as per the aspirations of Kashmiri people through plebiscite," she said.Aslam said that even the Shimla Agreement between the two countries does not make UN resolutions ineffective. Her remarks come within days of Pakistan Prime Minister Nawaz Sharif raking up the Kashmir issue at the UN General Assembly where he said the UN had passed resolutions to hold a plebiscite in Jammu and Kashmir more than six decades ago. "The people of Jammu and Kashmir are still waiting for the fulfillment of that promise," Sharif said. India had strongly rejected the "untenable comments" made by Sharif, asserting that the people of the state have peacefully chosen their destiny in accordance with universally accepted democratic principles. Speaking at UNGA, Prime Minister Narendra Modi had offered to engage in a serious bilateral dialogue "without the shadow of terrorism" while asking Pakistan to create an "appropriate environment" for that. If the Foreign office spokesperson has said that bilateral talks were not a substitute fo the UN resolution when then Islamabad has been pleading for resumption of the process of dialogue.There is a lost of contradiction in Pakistan's utterances on Kashmir.A lot of contradictions in Pakistan's stand on the Kashmir issue.At one stage it wants settlement of the Kashmir issue through bilateral talks.On other occasions it favours triangular talks involving representatives of people of Jammu and Kashmir in the parleys.On yet another occasion it insists on settling the Kashmir issue through a plebiscite as is provided in the UN resolutions. In fact if one takes into account these varying moods,utterances and stand from Islamabad one may have not hesitation in saying that Islamabad does not want to settle issues with New Delhi because if these issues keep on hanging like a sword of Damocles it gives a chance to the ruling political leaders to try to retain power and to the opposition a chance to either regain power or establish their relevance.As if there is no other issue even the extremists and the fundamentalists in Pakistan rake up the Kashmir issue for establishing their relevance. What is unfortunate is the way Pakistan has held India responsible for adopting "inflexible" stance on the Siachen glacier issue when the reality is that Pakistan has been invariably responsible for not being flexible during series of talks tha t were held between the two sides. |
