Probe Nowgam firing which triggered clashes | | | Even if minor incidents take place in any part of the Kashmir valley it triggers vio- lence and protest demonstration leading to the clashes between the protesters and the security forces.And if a section of people staged demonstrations in Nowgam area of Budgam on Tuesday the reason for it was a major incident. The area saw protest demonstration against killing of two civilians and injuring two others in the fire that the Army personnel opened on a private car which did not stop at checkposts. Despite the fact that the Army authorities have decided to hold a probe into the incident and promised to punish those officials in case they were found to be involved in the killing of the two civilians.In fact the trouble assumed bigger dimensions when the police authorities confirmed that the slain and wounded civilians were not militants.Even though the probe is yet to be completed the Army authorities rightly expressed their viewpoint on the incident.The Army has ordered an inquiry into the killing of two youths by its soldiers in a firing incident in Jammu and Kashmir's Budgam district, a statement said on Tuesday. "Army regrets the loss of lives and has ordered an inquiry into the circumstance leading to the incident. Anyone found guilty will be severely dealt with," a statement issued by the army said.Two youths identified as Faisal Yusuf Bhat and Mehrajuddin Dar were killed, while two others --Shaker Bhat and Zahid Naqash -- were injured on Monday evening when soldiers of 53 Rashtriya Rifles opened fire on the Maruti car they were travelling in at Chattergam village in Budgam district, 20 km from Srinagar.The youths belonged to the Nowgam area of Srinagar district. Explaining its position the Army authorities said the driver of the car did not stop at a mobile vehicle check post (MVCP) after he was signalled to do so. Based on specific intelligence reports about the movement of terrorists in a white Maruti 800 car on Nov 3 along Nowgam-Pulwama road, three MVCPs were established along the road.At approximately 5 p.m. a white Maruti 800 car approached the first check point where a personnel tried to stop the car, but it did not stop. Again at the second check point, the vehicle did not stop.At the third check point, the vehicle tried to break through the check point, resulting into a firing incident in which four people were injured. The injured were rushed to the army base hospital in Srinagar where two succumbed to injuries.After proper identification the police stated that the four youth had no links with militants which seems to have enraged people. Whatever has taken place and why did it take place ? The answer to these questions is simple "agencies are active in vitiating the pre-p;oll atmosphere in Jammu and Kashmir." It was but natural that clashes broke out on Tuesday between protesters and security forces in Nowgam area of the city over killing of two youths in army firing in Budgam district of Kashmir even as authorities imposed restrictions on the movement of the people as a precautionary measure to maintain law and order.Groups of youth started pelting stones at police personnel posted on law and order duty in Nowgam area minutes after the two deceased youth -- both local residents -- were laid to rest, police said. Cops used tear smoke shells and lathicharge to disperse the angry groups of people.Whether the guilty are punished or not but the damage has been done and it may take weeks together for normalcy to return to the poll bound Kashmir valley.No wonder that the Kashmir centric parties and contesting candidates may not miss the opportunity of raking up the issue while fulminating against the Army.Atleast the Government should also hold a separate probe in order to find out what was the reason for the four youths, travelling in a white car,for ignoring the signals that was given to them to stop for search. This was not for the first time that such a procedure had been adopted for preventing militants from moving from one place to the other. Such practices have remained part of normal life in Kashmir during the last over 24 years. And it will not be wrong to blame Pakistan and its agencies for the killing yet another two civilians. One expects the Government probe to focus on the purpose of the four youngmen to ignore the checkpoints set up by the Army. If these four youngmen had no ulterior motives they should have stopped their car for regular checking.Why did not they do so is an important matter that needs to be probed into?. |
