| Omar accused of bias in treating human tragedies of Jammu, Kashmir regions | | Speaks to Jaitley over Budgam killings of 2 youth in Army firing but never bothered to ask police why they killed Giri in "encounter" | |  Early Times Report
Jammu, Nov 5: Omar Abdullah, whose term as Chief Minister expires after about two months, has been accused of bias while dealing with human tragedies of Jammu and Kashmir regions. He yesterday took up with Defence Minister Arun Jaitely, who is also Union Finance Minister, the issue of killing of two youth in Army firing at Chattergam in Budgam district of Kashmir. He, however, never bothered to raise the issue of killing of Rakesh Giri, an alleged criminal, in a police encounter near Satyam Resorts at Greater Kailash here on November 21 in 2010.
During his six year tenure as Chief Minister, Omar mainly remained concerned about the issues of Kashmir and gave almost no attention to the Jammu issues. A day after the Budgam killings, he called up Jaitley and apprised him of the matter notwithstanding the fact that Army had already announced an inquiry into the matter and assured action if the guilt of Army jawans was established.
But what surprises Jammuites is that he never utters a word when any such incident takes place in Jammu. On November 21, 2010, Giri of R S Pura was killed in an alleged police encounter near Satyam Resorts and his accomplice Yudhvir Singh alias Bablu was wounded. Several questions were then raised over the police action but the Government was not moved. Giri's family had even alleged that he was killed in a "fake" encounter but the Chief Minister had taken no notice of it. This gives a feeling to Jammuites that Omar never represented them and that he felt the pain of Kashmiris only.
In the second such instance, he had on July 16, 2012, reacted angrily to the molestation of a girl student in Guwahati. Speaking to reporters in New Delhi, where he had gone to finalise the annual plan expenditure for the state, he had called upon the people to introspect and said it was a matter of shame for all to see women being treated in this way in the country where "they are considered as goddess".
True, but his words are not applicable in J&K. In May 2011, Omar's step to call Navy divers from Delhi to search out the body of Zuhaid Rizvi, a Kashmiri medical student, from Mansar lake here was widely hailed, but at the same time, he had come under severe criticism for his alleged bias while dealing with similar human tragedy in Jammu.
The Chief Minister had requested the Centre to send expert Navy divers from Delhi who could search out the Rizvi's body. All here had wished for its early recovery.
Two girls of minority community -- Sapna, daughter of Nand Lal and Sangeeta, daughter of Janki Nath -- were reported to have drowned, or jumped into Chenab river at Paddar in Kishtwar, but Omar had not thought it proper to also engage Navy divers for their search despite a public uproar and violent protests.
This showed that Omar was biased towards Jammu in dealing with the incidents of human sufferings, feel Jammuites.
They said the Chief Minister should also have shown the same concern in the case of the two missing girls.
They said Omar was Chief Minister of the whole state and not of the Kashmir region only. He should have taken interest in the Paddar incident too for the recovery of the bodies of the missing girls, they felt.
In another incident, Rashida -- a BEd student -- had jumped into Chenab at Pul-Doda on May 29, 2011. With this, she had become the third girl in the erstwhile Doda district who preferred death to insult at the hands of police. Their crime was that all the three were found spending leisure time with their male classmates.
Sapna and Sangeeta were detained by Atholi police at Kishtwar as they were found "laughing and exchanging pleasantries" with their classmate Pradeep Kumar alias Ramu on the Chenab bank at Atholi.
It was a simple friendly talk and they had not indulged in any obscenity. It were, however, the cops who were alleged to have shouted obscenities at them.
After they were freed, they had walked towards the river and jumped into it, unable to bear with the insult at the hands of police.
Had the perpetrators of this incident been given "exemplary" punishment, its May 29 repeat could have been avoided. Rashida too met her end under the circumstances Sapna and Sangeeta had.
Rashida was on May 29 sipping tea in a roadside dhaba at Pul-Doda with her classmate when some SPOs had teased her. Later, they allegedly beat up the boy in full public view for "spoiling the atmosphere" of the area.
Later, when they allegedly attempted to drag both of them to the Pul-Doda police post, the girl was said to have run towards the nearby Chenab river and jumped into it.
She was given no chance to speak to her parents. Everything happened fast and before help could reach her, her body was washed away by the strong river currents.
She was so dejected and depressed after the unwarranted police action that she preferred to die than facing her parents. A visit to a police station by woman for their questioning is a taboo in the Indian society.
Who is to be held responsible for her death and for the death of Sapna and Sangeeta? The families of the dead girls want the Chief Minister to give reply to this question and tell them why he was "biased" in treating the human tragedies of the two regions. |
