Uttarbeni bridge collapse: Then CE PWD, others booked

Jammu, Dec 9: State Vigilance Organization (SVO) Jammu registered a case against K K Arora, the then Chief Engineer PWD Jammu and other officers/officials of PWD, Jammu for their alleged faulty construction of Uttar Beni bridge which failed to serve the purpose rendering the whole expenditure as wasteful, causing corresponding loss to the State Exchequer upo Rs 127.38 lakhs.
According to Vigilance spokesperson, a case against FIR No.33/2014 under Section 5(1) (d) r/w 5(2) J&K PC Act 2006 and Sections 120-B RPC stands registered following the a verifications conducted by Vigilance Organisation to enquire into allegations regarding collapse of 17 (seventeen) pillars of Devak 151 mtrs Span Bridge at Uttar Beni due to faulty and poor earth work resulting its collapse in heavy rain on 11/12 August 2011, only five years of its completion.
"During investigations it was found that R&B Department had authorized JKPCC to start the work, without prior vetting/proof check of design from Design Directorate , SVO spokepsersn said adding, " "The work was started by Chief Engineer without waiting for the outcome of the DPR submitted by him to the Govt"
It was also found that Bridge Foundation Investigation, hydrology, sub-soil exploration, bearing strength of soil and discharge of river etc have been ignored prior to design and execution of the work which has led to construction of unstable bridge structure.
"The bridge has been shown finalized by JKPCC at cost of Rs 127.38 lakhs, whereas the team of VO observed that protection works were short and insufficient.
