Early Times Report

Jammu, Dec 9: The Jammu and Kashmir Health department has been making mockery of government order, as in official records Public Health Center (PHC) Simbal camp has been running round the clock but in reality same is working only for eight hours a day, during which it struggles with dearth of infrastructure, staff and medicines. Sources informed Early Times that around 15 years back state government had established PHC Simbal, few years back it was upgraded as 24x7 in papers, but on ground the 24x7 service was yet to be materialized the institution has not proper infrastructure, and also suffering of staff dearth. At the time of establishment of the PHC, staff of two Medical Officers, a dental surgeon, two staff nurses, two pharmacists and two class IV employees, was sanctioned which is not provided by the Health Department till date. It is very interesting that upgraded few years back the institution has only medical officer, dental surgeon, one Ayurvedic and NRHM doctor with two paramedical staff.
The PHC was established to provide services of Gynecologist for safe deliveries, but the existing PHC is exposing the tall claims of state as well as union government of providing best health care to people at their door steps.
"Not a single delivery has been conducted there in last three years. Moreover, for few months the OPD in the PHC is also on decline due to shortage of medicines", sources maintained.
"A PHC should have 24 hours emergency services an appropriate management of injuries and accident, first aid, stabilization of the condition of the patient before referral, Dog bite/snake bite/scorpion bite cases, and other emergency services include Ambulance", Manpreet Singh, a local said and added that the condition of the institution was pathetic and the PHC was facing shortage of medicines for few months. "Why should anyone go there, if every one is to be referred to Gandhi Nagar, GMC and SMGS Hospital", he questioned.
