PCB launches on-line consent management ,monitoring system | | | Early Times Report
JAMMU, Dec 26: In order to bring in transparency and accountability in the working of the J&K State pollution Control Board, on-line consent management system and monitoring system has been launched in Jammu by J&K State Pollution Control Board. Board also organized one day workshop on the launching of e-consent mechanism starting from 26th December 2014. The workshop was inaugurated by the new Chairman of the State Pollution Control Board, Suresh Chugh who launched and introduced the e-consent management and monitoring system (OCMMS) in the working of the board, initially from the Jammu district. Chairman informed that shortly this system shall be extended to other districts of the State as well. On the occasion, Chairman informed that this will bring transparency, accountability and simplification of procedure and paperless working for the e-consent. He added that gradually all the services of the board shall be made online for the benefit of the industry and the people at large. Chairman said since the Public Service Guarantee Act has been adopted by the State Government for the service provider departments, and PCB is one such organization, so it has become necessary to improve the efficiency in working of the board, so as to dispose of the consent cases in a stipulated time period that too in a transparent and simplified manner, for which the introduction of online consent management is a step forward in this direction. The Chairman PCB lauded the efforts of the Er. J.N.Sharma, EE, Head e-Governance and his team for developing and customizing the web based Consent management system with the support of Anil Kumar Technical Director NIC, Ministry of Environment and Forest, New Delhi. The Member secretary PCB Iqbal Panjoo also briefed about the various features of the online system and apprised that the system shall be useful for prompt disposal of the cases besides being transparent. First application of the Consent case of the Jammu (South) was processed through the online mechanism and it was made operational for all the applications of the Jammu district. Unit holders of Jammu District can now file online application and board can process these applications internally through a paperless working. On the occasion a power point presentation was also made by J.N Sharma, highlighting the salient features and usage of the OCMMS module and training was also imparted to the users and officers of the board during the workshop. The Regional Director PCB, Shaukat Choudhary presented vote of thanks on the occasion. The programme was attended by all the officers, Engineers and Scientists of the State Pollution Control Board. |
