| JKNRHM policies to exploit unemployed youth, benefit private recruitment agencies | | | Akshay Azad

Jammu, Jan 4: The new policies being pursued by Jammu and Kashmir National Rural Health Mission (JKNRHM) authorities are likely to bring fortunes for some private recruitment agencies but will open doors for rampant exploitation of unemployed educated youth of the state in the hands of private agencies, which usually paid meagre salary to employees and also bereft them from benefits meant for employees. Sources in the Health department informed Early Times that NRHM state chapter has recently outsourced the services of Data Entry Operators for working in various institutions of Health and Medical Education department. "A total of 157 Data Entry Operators (DEO) have been engaged in various districts of state through human resources recruiting agencies", sources said. They further said that the initial period of contract was up to March 2015, extendable by another one year on satisfactory performance and subject to necessary approval of the competent authority. "Some people having close allegiance with Director NRHM have floated new recruitment agencies and a secret deal with Director was signed and the services of Date Entry Operators were outsourced", sources said. An employee of Jammu and Kashmir Labour and Employment department said that the private recruitment agencies were notorious for exploitation of employees and have not giving them any benefit including insurance cover, gratuity, medical insurance, Provident Fund besides others. "The DEO engaged by private recruitment agency also didn't fall under purview of any Labour Act, and the recruitment agency owners, got work as per their will and also pay as per their whims", an official said, adding that in Jammu and Kashmir there was large army of unemployed youth and recruitment agencies would make huge profit, from the helplessness of unemployed youth. Director NRHM, Yashpal Sharma said that the Union government had issued guidelines for outsourcing of all the services and last year they had started the process but no agency had come forward. "Though Union government had asked for outsourcing of all services but this year, after repeated discussions, the Union government had given us permission to outsource the services of Data Entry Operators (DEO), after which it has been done", he added. He further said that majority of states in country have so far outsourced almost all services but due to hilly demography and lack of such agencies, Jammu and Kashmir was the last to implement the guidelines of Union government. |
