NPP files petition in SC for immediate relief to border migrants in Jammu | | | Early Times Report
Jammu, Jan 8: National Panthers Party today filed a writ petition in the Supreme Court demanding relief in cash and kind to the border migrants displaced in Kathua, Samba and Jammu Districts recently due to unprovoked aggressive shelling by Pakistan since January 5, 2015 forcing nearly 10,000 villagers of Manyari, Pansar and Bobiyan areas of Hiranagar Tehsil. According to press release, about 5000 villagers have been shifted to temporary, unorganized and unattended camps in Samba tehsil. Prof. Bhim Singh, Sr. Advocate who filed the petition has urged the Supreme Court for its urgent intervention to save thousands of villagers from death and destruction caused due to unprovoked and unwarranted shelling from Pakistan side. "A similar petition was filed by J&K National Panthers Party (Writ Petition (Civil) No.498/2001) seeking similar relief from the Union of India and the State government for thousands of villagers who were forced to leave their homes and hearths in 1999/2000 due to the horror caused by unprovoked shelling by Pakistan against the civilian population living along international border of Jammu, Samba and Kathua", the PP mentioned in the petition. The party said that it was on the intervention of the Supreme Court that Union of India had admitted that Border migrants constituted about 6040 families of 18 villages which are situated very close to the border who were displaced during the Indo-Pak hostilities in Kargil and cross-border shelling/firing in Kargil, Leh, Jammu and Kathua in May/June 1999 and have not been able to return to their villages because their lands are very vulnerable to Pak firing/shelling and their lands are on the traditional invasion route of Pakistan. After the December 13 attack on Parliament and the resultant military built up along Line of Control/International Border and mining of border areas fresh migration took place from the border area. As per State Government's estimates, 30771 families comprising 1,53,131 persons have migrated from the border areas. The figure includes 6040 families (22000 persons) of the 1999 migrants. The State Government have formulated a relief package to the Border migrants including free Ration @9 kgs (7 Kgs atta and 2 kgs rice in Jammu Division and 7 kgs rice and 2 kgs atta in Kashmir Division) per person per month, free Kerosene oil @10 liters per family per month, cash amount @Rs.200/- per person per month, free medical aid to all the displaced persons, Rs.200/- per animal rearing family per month for fodder in those areas which have been mined as identified by respective Deputy Commissioners and free ration at sanctioned scale at the place of residence in case any of the migrants wish to return. |
