Parents of PHS School students protest against management | | | Early Times Report
RAJOURI, Jan 8: Parents of about 19 students have held a protest demonstration against the management of Panorama Higher Secondary (PHS) School, Rajouri alleging that their children were not allowed to appear in the unit test without clearing annual fees/ admission fees. These students and their parents blocked main Abdullah Bridge in the heart of city in the evening and raised slogans against school management, CEO and local administration. "Besides not allowing them to appear in the exam these students were asked to stand in bright sunshine and were also not allowed by contacting their parents for the settlement of the dues," said Mohd Irshad father of a student. Mohd Ishtiyaq Bhat another father said that in the month of March 2014 the then Chief Education Officer (CEO) in a circulation had directed the managements /heads of all the private education institutions falling in Rajouri district that admission fee/ annual fee shall be charged only once i.e upon first enrollment of the student/child. "Then why the school management demanding to clear the annual fee/admission fee from these students before appearing in the unit examination," said Mohd Ishtiyaq Bhat. Refuting all the allegations Sajjad Tariq, MD, Panorama School said that under SRO 123 related to fee structures of the private institutions, CEO Rajouri had issued a circulation in this regard but that circulation was challenged in the High Court that has issued a stay on it and the matter is sub-judicious. "As for as, allegations of punishment to the concerned students is concerned, no student was punished. Even many students were appearing in the examination in the open in sun light following harsh winter. Their parents visited the school and were told by the Principal Arti to contact the management" said Sajjad Tariq. He added that instead approaching the management these parents held a protest. As the matter is sub-judicious and no decision has came yet, the managements of all the private institutions are taking annual fee/admission fee to meet the extra expanses that occurred on the development of the schools and for the welfares of the students. Chief Education Officer, (CEO) HA Fani along with SHO Rajouri rushed to the spot and talked to the parents. He assured the parents to look into the matter and assured them a quick action against school management if found punishing the students. On his assurance parents lifted the protest. When contacted by Early Times, HA Fani said that he was not aware about the previous order. Deputy Commissioner has been contacted in this matter and on his direction soon a meeting of the parents, district administration will be conducted soon to short out the grievances. "As for as allegations of punishment to the students are concerned the school management has been asked for explanation and if allegations found true action under law will be taken," said CEO. The then CEO vide his office letter No CEOR/Gen/2013/214/51953-72 dt 29/3/2013 has directed the heads/principal of all the private institutions in Rajouri district that admission fee/annual fee shall once be charged from the students at the time first enrollment of the student. He has also constituted a three member team to make suggestions for the implementation of SRO 123. "The team will also be asked to submit its report within next few days," said CEO. |
