BJP, PDP's first joint experiment is over | | | Despite the fact that the BJP lost one seat in the just ended Rajya Sabha poll on four seats it seems that the BJP-PDP alliance has won the first bout against the NC and the Congress combine. However,the loss of one seat does not seem to have cast a dark shadow on the plan of the BJP and the PDP to form the Government in Jammu and Kashmir.After the poll results the stage is now set for BJP and the PDP to formally announce their plan of sharing power by forming a coalition Government in Jammu and Kashmir.After the BJP had snubbed the National Conference by not accepting its offer for support in the initial stage, when the state had not been placed under the Governor's rule, the valley centric regional party had announced to support,though grudgingly,the Congress candidate,Ghulam Nabi Azad,who had been fielded for retaining the Rajya Sabha seat. PDP and the BJP were set to win three of the four seats,two by PDP and one by the BJP,because the Congress and the NC with the support of CPIM MLA and two independent legislators had the numerical strength of 29 MLAs.But the floor management of PDP and BJP combine was so imperfect that Azad won the poll.Yes,there are apprehensions that Congress was a divided house and all the 12 MLAs may have not voted in favour of Azad but these apprehensions were proved wrong. Leave apart the nature of poll results for the four Rajya Sabha seats,the way the PDP and the BJP MLAs were seen holding their hands gave a clear indication of the upcoming political arrangement for the state of Jammu and Kashmir.In fact it has taken more than three weeks for the BJP and the PDP,two parties that are ideologically walking on two parallel lines,to frame commom minimum programme for the formation of a coalition Government.It was not an easy affair for the PDP to join hands with the BJP when majority of voters in the Kashmir valley,where the PDP has proved its strong vote bank,had voted against the BJP.People in the Kashmir valley had rejected the BJP and voted for the PDP.People in the valley had voted for the PDP in the May last Lok Sabha election with the result the PDP had won all the three Lok Sabha seats from the Kashmir province.Hence it was no less than a hara-kiri for the PDP to join hands with the BJP for contesting the Rajya Sabha election and for forming the Government.But the PDP took the risk because the Muftis,Mufti Mohd.Sayeed and his daughter Mehbooba Mufti,Chief of PDP were keen to give a stable and strong Government to the people of Jammu and Kashmir who had suffered severely owing to poor governance of the previous NC and the Congress coalition Government. This way success of the PDP and the BJP in the Rajya Sabha election is being viewed as the first experiment conducted successfully by the two parties that do not have many things in common.While the BJP is for abrogation of Article 370 so as to promote full integration between the state of Jammu and Kashmir and rest of the country,the PDP wants the state to enjoy the special status under Article 370.The BJP is for grant of citizenship rights to the West Pakistan refugees,settled in Jammu,the PDP is opposed to it because majority of people besides valley centric mainstream political leaders and those in the separatist camp against granting citizenship rights to the non-state subjects. In fact, the BJP had won all the two Lok Sabha seats in the Jammu region because of the Modi wave having swept the province but the support from the West Pakistan refugees too had helped the BJP to win Udhampur-Kathua Lok Sabha constituency because over 90 per cent of these West Pakistan refugee voters had voted in favour of the BJP candidate.It was so because the West Pakistan refugees can vote for the Lok Sabha election but not in the Assembly election. Hence the BJP's moral duty is to fulfill its commitment on granting citizenship rights to these refugees.But this issue like the one on Article 370 and on the lifting of AFSPA have the potential of wrecking every chance for the two to get together for forming the Government. Now that the two have succeeded in its first experiment of joint management of Rajya Sabha election the PDP and the BJP have agreed to keep the contentious issues under the carpet and move on to provide a clean and result-oriented Government which could resolve many problems of people. |
