Official, consolidated employee nexus galore in transport department
8 disengaged workers continue to work

Jammu, Feb 8: In a glaring example of Transport official and consolidated employees nexus in Jammu and Kashmir Transport department, eight consolidated employees engaged through back door appointments by none other than Director General of Transport J&K Jammu and Transport Commissioner J&K Srinagar himself in 2007 and 2009.
In reply to a RTI field by one Junaid Nazir Resident of Shaheed Gunj Srinagar, it comes to fore that eight such consolidated employees are still working on various plum posts with Transport Commissioner/RTOs office despite the fact that their orders stands expired almost eight year ago.
As per the documents available with "Early Times" in reply to RTI application Dy. Transport Commissioner (PIO) J&K Jammu vide order No. TC/JK/RTI/2014/7018 dated 19-11-2014 and TC/JK/RTI/2014/6909 dated 13-11-2014 confirmed that all these employees were engaged by the department purely on temporary and on need bases for 89 days in the first instance during the year 2007 and further claimed that their orders have since expired and no advertisement was given by this office for engagement of consolidated workers for the period of 89 days nor the same was also not available in the office record, but all these eight employees were allowed by the department to work against plum posts within the department raises suspicious, beside put question mark on the credibility of the senior officials of the department whosoever holds the top post in the department since the order of these seven back door appointees were made and expired.
As per the copy of the orders provided by the Dy. Transport Commissioner (PIO) J&K Jammu in reply to the RTI application of Junaid Nazir resident of Shaheed Gunj Srinagar, the appointment of Abdul Rashid Lone son of Ghulam Mohammad Lone resident of Kupwara Kashmir was made as a driver for the period of 89 days in the office of Director General Transport J&K Srinagar for the following period given one day break after each subsequent term vide order No. 57 MVD of 2007 dated 3-9-2007, GhulamGilaniWani son of Bashir Ahmad Wani resident of Nallamar Road Baba Demb Srinagar on the in the office of Director General Transport J&K Srinagar for the period 27-09-2007 onwards for monthly remuneration of Rs. 1500 vide order No. 37 MVD of 2007 dated 28-9-2007, Zubair Ahmed son of Bashir Ahmed resident of Alamgari Bazar Srinagar for monthly remuneration of Rs. 1500 vide order No. 142 MVD of 2007 dated 29-11-2007 for utilization of his services with Special National Highway Squad under ARTO Pulwama, a post facto extension order of temporary engagement was issued in favour of Altaf Ahmed Dar son of son of Kabir Dar resident of RawalpuraBudgam on consolidated wages of 3000/month in the office of Director General of Transport J&K Jammu w-e-f 28-06-2007 onwards for 89 days, order of Azad Butt son of Mohammad Sidiq Butt resident of TikiporaKupwara was made vide order No. 139 MVD of 2007 dated 29-11-2007 in the office of Director General of Transport J&K Jammu for 89 days w-e-f 26-11-2007 onwards pure on consolidated wages of Rs. 1500/month and order of Shabir Ahmed Mir son of Abdul Rehman Mir resident of Kanji NaghAwantipora District Pulwama was made vide order No. 121 MVD of 2007 dated 26-10-2007 as computer operator in the office of RTO Office Kashmir on consolidated wages of Rs. 1500/month w-e-f 1-11-2007 for the period of 89 days. All these order were made by the then Director General of Transport J&K Jammu while the then Transport Commissioner Jammu made the appointment of AshiqHussain Mir son of Ghulam Mohammad Mir resident of SulimantengDalgate Srinagar as Dak runner for 89 days w-e-f 28-05-2009 onwards on consolidated wages of Rs. 2000/month against clear vacancy of Orderly in the establishment of Transport Commissioner Office and can be terminated at any time without serving any advance notice and also made the appointment of another person namely Abdul Rashid vide order No. 58/TC of 1999 dated 18-02-1999.
All these blue eyed employees appointed through backdoor channel as well as allowed to continue their services in the department illegally are holding plum posts and as per the details available with "Early times" Zubair Ahmed is working as PA to RTO Srinagar, Shabir Ahmed was working in registration section RTO Srinagar having responsibility of registration of new vehicles, issuance of new numbers, etc., GhulamGeelani was working as computer operator handling the matters related to issuance of learning licenses and work in close coordination with license issuing authority and Abdul Rashid was allowed to work in Token section handling important assignment of making assessments of token tax. The four other among these eight identified employees are rendering their services in the office of Transport Commissioner Jammu against prize posting and required to be removed immediately to save the integrity of the department from further damage.
