DC Kishtwar releases Rs 70 lakh directly to RDD under SDRF plan

Kishtwar, Feb 8:- In a brazen violation of rules and regulations, Deputy Commissioner Kishtwar Mohammad Javed Khan instead of mooting the Rs. 70 lacs allocated under SDRF for carrying out the renovation of 51 schools in Kishtwar District through Chief Education Officer directly transferred the said amount to Rural Development Department, executing agency for carrying out renovation of the 51 school buildings.
As per the details available with Early times, the matter of transfer of SDRF amount (70 lacs) into RDD accounts of various Block Development Officers came to fore during a meeting between Chief Education Officer Kishtwar and Deputy Commissioner on 31-12-2014 at DC Kishtwar Chamber followed by a detail letter written by former Chief Education Officer KishtwarJaved Ahmed Kichloo vide letter No. CEO/K/Plg/14/22188-94 dated 1-1-2015 address to Assistant Commissioner Development (ACD) Kishtwar wherein CEO Kishtwar urged the ACD Kishtwar not to release any amount to work executing agency (BDOs) without the physical verification certificate obtain from the concerned headmasters of the respective schools. The funds were diverted to RDD department during the CEO tenure-ship of RajinderSen, which is said to be in violation of rules and regulation set by the government in this regard. The sources within the education department said that no work has been completed till date; beside it was also not cleared whether any payments were made against any of the sanctioned work under SDRF.
It is pertinent to mention that working season in Kishtwar District is limited from April to November due to cold climatic conditions, while the schools are schedule to open in fourth week of the ongoing month which suggested that the school children's have to compromise with circumstances because the funds allotted for the said purpose were not utilized in time.
