Govt to submit fresh flood damage report to GoI | For World Bank Assistance | | Javaid Naikoo

Srinagar, Feb 8 : After members of World Bank and office bearers of state administration jointly prepared fresh report of flood damage during their survey across the state, state government is likely to submit the same to the central government for clearance and to seek assistance from World Bank. State government will submit a fresh assessment report of flood damages of last year across the state jointly conducted by the World Bank and the regional authorities during their five day long survey with central government on February 9, 2015 to get clearance from Department of Economic affairs (DEA) of central government to pave way to seek assistance from world Bank authorities on time. Sources said that as World Bank team members assured assistance in reconstruction of infrastructure of various sectors like Agriculture, Horticulture, transport, roads, buildings, housing, PDD, Governor NN Vohra has directed the Finance Secretary of state to forward the flooddamage report to the department of economic affairs of central government which has been named as 'Joint Rapid Damage Needs Assessment Report' and has laid stress for the urgent need to start working on post flood disaster plans to strengthen state's capacityreconstruction of infrastructure and for up gradation of management system as assured by world Bank to make state capable to tackle floodlike mayhems in future. Pertinently a team constituted by State government along with 20-member team of World Bank underwent five-day survey assessment of destruction caused by floods in September last year across the state and both the teams jointly prepared a report named as 'Joint Rapid Damage Needs Assessment Report'. According to official accounts, around rupees 2.54 lakh private structures and public infrastructure worth rupees 6500 were damaged during the floods last year and at a time when World Bank team assured assistance in reconstruction of Public and Private infrastructure it has also assured assistance in agriculture sector where according toofficials accounts 3800 hectares of land bearing crops was completely washed away which was assesses around rupees 3675 Crore. Sources said that central government is likely to handover construction of damaged roads, bridges and buildings to some noted construction companies of the country which will be financially assisted by world Bank and may also announce people friendly Schemes financed by World Bank to help people of sections of society who had to face damages in their revenue units during last year foods. Sources said that central government is worried for lack of transparency in Jammu and Kashmir and keeping in view that doubtful understanding of Prime Minister, Narendra Modi and his cabinetMinister about state government, central government is keen to complete maximum relief and rehabilitation work during ongoing governor rule and may not later also involve state government directly in relief and rehabilitation works pending in Jammu and Kashmir as used to happen previously where central government's would sanction funds and would ask state government to spend for Development works as per their wish and will. |
