JAMMU, Dec 15: Amid ongoing controversy over cadre restructuring of KPS and escalating dissent among low rung officials, the promotions and transfers in Jammu and Kashmir police remained an affair reportedly monopolised by politicians and bureaucrats.
According to sources, two real brothers from North Kashmir had been inducted into the Jammu and Kashmir police as Sub Inspectors in 2000, but the politicians and bureaucrats patronised only one of them.
"Two real brothers were inducted into the police in the same year, but only one of them got promotion," said sources, adding that the one who was appointed six months earlier in the same year is still craving for first promotion, while as his brother has already promoted to the post of Inspector six years back.
Sources maintained that both the brothers underwent training in the same year. While one was deployed in armed police, the other remained in executive wing.
"The Sub Inspector deployed in executive wing was appointed six months earlier than the brother in armed wing, but the later got promotion in 2010 and is also preparing for next promotion," said sources, adding that while the former is still awaiting first promotion.
Talking to Early Times, one of the brothers, who happens to be the Sub Inspector, wishing anonymity said that he doubts the working of the police department, as no rule book is followed in promotions.
"The promotions and transfers in police department remained more often an affair of politicians and bureaucrats, who run the department as per their wishes," said aggrieved SI, adding that he and his brother got inducted into police department in the same year, but when it came to promotions, his brother was raised to Inspector and he is still a Sub Inspector.
"I am not against the promotion of my brother, as he deserves as per the duration of the appointment, but what hurts is that the promotion is selective. My brother is now about to get second promotion, but I am still at the same position, where I was appointed 16 years back," said Sub Inspector.
He further asserted that owing to delay in his promotion in addition to promotion of his brother the society is dubious about his character.
"People in society talks about me now, they believe that either I am suspended or I have some inquiry pending, that is why I am not promoted," he rued and added that the government instead of bringing new polices should concentrate on implementing those already existing for the welfare of the department.
He, however, said that he is not the only case, there are hundreds of such policemen who are awaiting promotions since decades, but no government pays any heed to their woes.
"In present context it seems that government is more empathetic towards KPS and not to those who are handling worst situations in the state," he maintained.
