JU 'tainted' official to control BOPEE examination

JAMMU, Dec 15: Known for his honesty and integrity, Chief Secretary B.R.Sharma is unlikely to approve appointment of Director Colleges Development Council (DCDC) Jammu University Jai Kumar Sharma as Controller of Board of Professional Entrance Examination (BOPEE).
Sources said that the controller is appointed by the state government on the recommendations of the screening committee consisting of the Vice Chancellors of Kashmir and Jammu Universities to be headed by the Chief Secretary to government. They added that the two vice-chancellors have unanimously agreed to recommend the name of Director Colleges Development Council (DCDC) Jammu University Jai Kumar Sharma for this prestigious post.
They have finalized the name and now it is upto Chief Secretary B.R.Sharma to see whether to allow tainted official to head an important position in BOPEE or not. Sources further said that Sharma does fulfil the criteria but is yet to be cleared by the State Vigilance Commission (SVC) of the allegations of misappropriation of funds in a book purchase scam. It has been alleged that Jai Kumar Sharma had purchased books for his doctor daughter from university funds.
The allegations had been leveled by the students and scholars of Jammu University and subsequently, university had formed three-member panel to hold inquiry into these allegations. The three-member committee comprised of Prof. Kuldeep Sharma, Prof. Naresh Padha and Prof. Kulwant Singh. The panel submitted its reports in September 2015 and instead of taking action against the accused, the university administration remained mum over the contents of the report, allowing Jai Kumar Sharma to continue in office.
And Early Times has learnt reliably that the three member committee had held both Sharma and the then Chief Librarian responsible for misusing their official positions. Jai Kumar has been citing lack of evidence as reason for not being charged for having diverted funds meant for some other purpose to benefit his daughter. Sources said that a Gazetted office who is drawing a fat salary used library of Jammu University to buy books for his daughter should have resulted in VC seeking a detailed explanation from the official and asking him in writing to reimburse the amount of money he used from the university exchequer for his personal benefits.
Ordinarily, you are supposed to pay double the cost of book if you misplace or a book gets lost. But why Jai Kumar Sharma was left untouched should have been probed by now. The committee had said that books purchased need to get checked from experts, and on their suggestion action be taken. A complaint reached the office of SVC, which according to sources is probing the matter and is unlikely to leave the culprit untouched.
It is because of the complaint against Jai Kumar Sharma that he was removed from the post of Vigilance Officer of Jammu University and replaced by Imran Farooq vide GAD Order No 37 -GAD(Vig) of 2015 dated December 10, 2015. Prior to this government order, Jai Kumar had stayed on as Vigilance Officer of JU inspite of an ongoing inquiry against him by a committee headed by Prof Kuldeep Sharma.
However, it was then largely believed that SVO had conducted its own inquiry with regard to various complaints received about the functioning of the University and its financial handling before recommending a change in the Vigilance Officer of JU. Jai Kumar Sharma had also filed a writ petition against the varsity making Vice Chancellor and Registrar besides others as respondents.
The officer had filed a writ petition against the University, seeking appointment against the post of Director Development Council in JU vide advertisement notice dated 8 August, 2007. Officer had also sought quashment of appointment of P.S.Pathania as Controller of Examination/Registrar. Despite dragging the University to court, the officer enjoys close proximity with VC of JU for the reasons best known to the two only. Against this backdrop, it is now for the Chief Secretary B.R.Sharma to take a decision whether to handover sensitive Board of Professional Entrance Examination (BOPEE) to Jai Kumar Sharma who is not an academician but an official of Jammu University.
