CEO Jammu goes out of way to appease junior Mantri

Jammu, Feb 26: The Chief Education Officer (CEO) Jammu allegedly helped a RMSA's partner to adjust a relative of a politician as a Vocational Trainer (VT) in a city school of Jammu district, sources told Early Times.
They said the officer not only bypassed the RMSA director but also issued transfer orders of VTs out of his jurisdiction. "The CEO crossed the line just to appease a Minister, who is only a rubber stamp as Minister of State, in the present cabinet" they added.
Sources said the CEO Jammu vide order no:CEOJ/2018/RMSA79959-61 dated 06.02.2018 issued a transfer order of four vocational trainers engaged under RMSA's hired partner Empower Pragati Vocational & Staffing Pvt Ltd in which three were transferred within the district and one of them was transferred by CEO Jammu to district Samba.
It may be recalled that in 2017 one of the RMSA's partner had transferred dozens of Vocational Trainers of Jammu region but at that time the Minister of State for Education had directed RMSA State Project Director to put in abeyance all the transfer orders and later same were cancelled.
But in recent case, a post of Vocational Trainer was lying vacant in GHSS Sumbh of district Samba, a politician associated with ruling party reportedly pressurized the officials of Empower Pragati Vocational and Staffing Private Limited, to issue transfers orders of several vocational trainers of Jammu district, so that his relative could be adjusted in Jammu city school.
"The Empower State project Coordinator, Parvaiz Hussain made transfer list of VT, informed RMSA through e-mail on Feb3,2018 and CEO Jammu on Feb4,2018 but without communication with RMSA officials, the officer on Feb 6,2018 issued an order on the same list forwarded by RMSA's partner in which they had directed all head of the schools to implement the order", sources said, adding that no doubt CEO Jammu is district head of school education department but he cannot order the transfer of the vocational teacher from Jammu to Samba as it's not his jurisdiction.
It is pertinent to mention here that as per appointment letter given to contractual Vocational Trainer and RMSA recruitment rules there is no transfer policy for VTs appointed in different schools of state but the rules are being twisted and violated by the RMSA partners as well as CEO Jammu, to suit the whims and fancies of the politicians, to remain in their good books.
