Early Times Report
Kishtwar, Mar 21: The newly appointed subject based teachers appointed by the state Education Department as a part of centrally sponsored scheme Rashtriya Madhyamik Shiksha Abhiyan (RMSA) allege that despite clear directions from the government to make the placements of the selected teachers on the basis of merit, have alleged favouritsm.
As per the details available with "Early Times", state project director RMSA Jammu and Kashmir invited applications from eligible candidates for 110 newly upgraded high schools under RMSA during the year 2014-15 which include six schools of district Kishtwar viz HS Kuchalna, HS Damber, HS Pallali, HS Manzgam Qaderna, GHS Nawpachi and HS Anjer.
After following the proper procedure, the six candidates were selected from Kishtwar District and in this regard, CEO Kishtwar received a provisional list of selected candidates (subject specific teachers) from Sstate Project Director RMSA vide No. Edu/SPD/RMSA/12696-718/2018 dated 24.02.2018 for favor of information and adjustment as per the set procedure, but known for his mischievous act in past that lead to raids by Vigilance Organization; the merit was put into dustbin and the adjustment were made on political influence thus leaving the poor and non influential to lurch. Though the provisional list refers the name of the selected teachers with parentage, category, Rank attained and total marks, but to the disappointment and unfortunate on the part of CEO Kishtwar while making the adjustment of science specific teachers, the candidate figured down the order in merit was allegedly favoured by adjusting him in the nearest school which is at a distance of 12 KM from Kishtwar town while at the same time selected teacher figuring at Rank No. 2 was adjusted in GHS Nawpachi Marwah, a far flung and unconnected area, where as candidate figuring at Rank No. 1 with 70.140 merit was adjusted in HS Damber which 45 km from Kishtwar town.
Speaking to "Early Times" a female candidate who was selected as Subject Specific Teacher in Science subject said that she is not against adjustment of anyone near to her home, but is against making her appointment in a far flung area against the merit list added that instead of following the set procedure, the CEO Kishtwar and his henchmen master who is attached in the said office since last 10 years bungled the list and put the genuine candidates to suffering. She said that she is fighting for the justice and calls on Education Minister Syed Mohammad Altaf Bukhari to look into the matter and give justice to them.
She said that instead of issuing the order, the CEO Kishtwar keeps them waiting for 12 days with the assurance that he will modify the orders on genuine grounds in a similar way the way he has modified two orders vide order No. CEO/K/2018/11980-88 dated 12.03.2018 and CEO/K/2018/11989-97 dated 12.03.2018.
"We belong from poor families-no one is bothering for us-- we the teachers of science subject are under immense mental torture---- see the height of injustice with the meritorious candidates by the CEO Kishtwar--- we are hopeful that neither Education Minister nor Secretary Education Farooq Ahmed Shah will disappoint us in this regard" they maintain. Similar reports of bungling, favoritism and nepotism were received from other parts of the state as well which needs to be looked into.
