Early Times Report

KISHTWAR Apr 24: In a case of gross official negligence, as many as 6951 souls belonging to poor families are being deprived from the benefits of Government of India’s PM Garib Kalyan Ann Yojana as the officers at the helm of the affairs in the year 2017 failed to put these beneficiaries on online portal thereby eluding them from benefits of welfare schemes. Speaking to Early Times, Assistant Director Food Civil Supplies and Consumer Affairs (FCS&CA) Department Kishtwar, Ghulam Rasool Lone while accepting the mistake committed by his predecessor for not putting the records of these souls online said that the department has already taken up the matter with Deputy Commissioner Kishtwar, Rajinder Singh Tara so that same could be taken up with the government at an earliest possible opportunity. He said that following non-registration of 6951 souls, the department has framed a committee to look into the matter who found the left out souls as genuine adding that in Kishtwar District against 157903, and only 150952 souls are online leaving behind 6951 souls. He said that after Departmental Committee a District Level Committee of NFSA verified and approved the beneficiaries under PHH & AAY as per the target.
AD FCS&CA further said that the department has submitted the requisition to Deputy Commissioner Kishtwar for additional allocation of 6951 souls which is 347.55 quintal rice for one month and 1042.65 quintal for three months so that same could be distributed among the beneficiaries. AD Food added that DC Kishtwar was gracious enough to bring the matter into the notice of Director FCS&CA Department Jammu for further perusal.
In a question related to distribution of free ration as per 2011 census-- however the population has been increased in last 10 years - thus depriving many souls who born after 2011 census, Lone said that this is a policy matter of the government and is not in position to comment on policy related matters. He said that only senior officials at highest level are authorized to speak over the matter.
