Jammu as permanent capital
4/24/2020 11:22:08 PM
Debate over abolishing the 170-year old practice of Durbar Move in Jammu and Kashmir is heating up. Most of the people are endorsing that practice of shifting the highest seat of power from Srinagar to Jammu and vice versa started by a monarch nearly two centuries ago should be abolished.
The main impediment in making secretariats functional in both the cities seems to be official records, which continue to be in old paper form. The solution put forth by the experts is simple that these records should be digitized. If that’s the case then people will have to wait as the digitization of records can take time and till then this practice will continue.
After the outbreak of COVID-19 the Jammu and Kashmir administration has ordered partial reopening of civil secretariat in Srinagar and this order will be reviewed as and when the situation improves. For time being both the secretariats one in Jammu and another in Srinagar will remain functional.
Many people believe that the outbreak of COVID-19 has provided a chance to helmsmen to do away with the practice of Darbar Move. The process of digitizing the records can be expedited and departments which could function in Srinagar and Jammu can be divided. The idea is workable as the outbreak of pandemic has proved a point that work can be done from anywhere.
Now, it depends upon the government of the day to take a call over the issue and come up with a proposal which can be implemented. In fact, the Centre’s decision to do away with the J&K’s special status and divide it into two Union Territories was a major decision. So, saying goodbye to Darbar Move needs to be given a thought. One can understand that it’s an age-old practice but if the government wants it can take a call. The Kashmir centric leaders, who could have beaten their chests have been cut to the size. Keeping Darbar stationary has been a long pending demand of the people of Jammu and the time has come to meet it.
Jammu as a permanent capital of J&K is more feasible due to its accessibility and very importantly it being a peaceful area. During the past seven decades, Kashmir centric politicians only spoke about Kashmir and ignored the basic facts. Now, there is no Ladakh with J&K and to turn Jammu into a permanent capital appears to be a practical solution.
