Lockdown impedes resolution of time bound promotion of 10+2 cadre
Long wait of 20 years, no end seems yet to discrimination

JAMMU, May 10: The lockdown imposed in the wake of COVID-19 has virtually created impediment in proper functioning of Administrative Committee, which was constituted to resolve pending issues of time bound promotion of 10+2 cadre, who has been lingering on for the last twenty years.
Sources told Early Times that although during course of long battle for their legitimate right of time bound promotion, many committees were set up in past to resolve the matter but all these committees died their own death without reaching to any fruitful conclusion.
“Recently few months ago, the Government had constituted an Administrative Committee as per vide Govt. Order No 78 Edu of 2020 Dated 12-3-2020 to address the issues of 10+2 cadre particularly on time bound promotion of them but due to lockdown committee could not function properly,” they said.
“10+2 lecturers were the only amongst Gazetted cadre of JK UT, who have been deprived of Assured Career Progression scheme /Time Bound Promotion due to reasons best known to the concerned department, who have been meting out with sheer discrimination for the last 20 years due to which huge stagnation in their career progression has been created, which has brewed resentment among them against the previous government, who never seriously took interest to resolve the issue,” they alleged.
They informed that several requests, petitions and memoranda were submitted by plus two lecturers to previous dispensations in the erstwhile Jammu and Kashmir State but instead of empty assurances nothing was done to mitigate their genuine demands. They have been demanding three Time Bound Promotions (from level 9/5400 GP to Level 13/8700GP) which they have been deprived of for the last 20 years at par with their other counterparts in gazetted cadre of different departments.
