Mission Director NHM seeks regularization of its employees

Jammu, May 19: In a significant development, the Mission Director National Health Mission (NHM) Jammu and Kashmir has sent a proposal to Commissioner Secretary to Government Health and Medical Education Department who is also Chairman Executive Committee, State Health Society proposing regularization of all the NHM employees commonly known as NRHM in the state of Jammu and Kashmir who had completed seven or more years of service as contractual staff.
According to reports , Mission Director NHM Dr. Yaspal Sharma in reply to the communication No. HD/NHM/18/2015 dated 22-04-2015 of the government seeking Mission Director's comments regarding draft policy of regularization of NHM contractual staff.
"In the matter, it is subjected that this issue was earlier also brought into the notice of higher authorities in the light of the observations of the parliamentary standing committee and it was suggested to constitute a committee of officers to examine the issue and put up a proposal" read Mission director reply to government communication.
In its suggestion, Mission Director NHM J&K advocated the cause of the contractual employees including doctors, paramedical staff and others suggested wattage to the extent of 2 marks for each completed of service subjected to maximum of 10 marks along with 10% reservation of seats for MD/MS degree and PG Diploma courses to the doctors who have rendered at least five year service in Rural areas.
"It is also suggested that the doctors working under NHM can also be given weight-age during the selection process against the sanctioned posts through Public Service Commission--- Those doctors who do not get selected through PSC up to seven years of service under NHM, they can be considered for regularization as per the new policy of the government" read Mission Director letter.
Mission Director NHM also advocated the regularization of services of paramedics working under NHM, beside for the same benefits be given to them during selection by SSRB or regularization of their services after seven years.
"As regards the Program Management staff engaged in various capacities under NHM, it is state that the candidates with technical/professional degrees like MBA, MCA, ect are working at various levels for running the NHM program like working on posts like Program Managers, Accounts Managers, Monitoring and Evaluation officers etc which do not fall in regular cadre, it is suggested that these posts need to be created in phased manner and the existing staff with seven years of service can be considered for regularization as per the new policy of the government" added Mission Director NHM.
He also proposed and requested that a committee of officers comprising of Director General ISM, Director Health Services, Director Family Welfare, representatives from Planning, Finance, etc need to be constituted which shall examine the issue in detail and put up a proposal for consideration of the government.
Meanwhile Shahnawaz Ahmad State President J&K State Aids Control Employees Association (JKSACEA) has welcomed the initiative of Mission Director NHM, Dr. Yash Pal Sharma wherein he has submitted the Proposal to State Government for the regularization of all the Contractual Employees of NHM who have completed seven years of continue services.
He urged up on all the heads of different centrally sponsored schemes functioning in J&K like NACP, RNTCP, MGNREGA etc, also to submit similar kind of proposals in favor of their employees, so that the government headed by Chief Minister Mufti Mohammad Sayeed would frame a comprehensive policy for the regularization of all the contractual employees of centrally sponsored schemes who have completed seven years of service, similarly on the pattern of already existing policy in place for the regularization of State Contractual.
He said that the Contractual employees are pinning big hopes on Mufti government with a hope that he will not throw them into dustbin as did by the previous Government.
He said that with the frame a policy in their favor will help hundreds of employees to come out of tension and frustration.
