Jammu, May 19: 'Rules for fools' seems fit for functioning of Directorate of Rural Development Jammu, as some blue eyed officers, in violation of government's transfer policy, are working at same posts for more than four years. Moreover, one the officer (non-Gazztted) recently has been given charge of superior post.
Sources told Early Times that Parvez Iqbal Malik, holding charge of Executive Engineer (XEN) since 2011. "Director RDD Jammu gave additional charge of XEN, to then Assistant Executive Engineer (AEE), Parvez Malik. Since then, in violation of transfer policy, Malik has been holding the charge post.
Sources said that the post was deliberately not filled till date by the department. "He was given additional charge of post, following transfer of the then XEN", sources said and added that It was clearly mentioned the additional charge would remain with the engineer till the post filled up by the administrative department.
"Surprisingly, after lapse of around four years, permanent arrangements have not been made to fill the posts by the department. It seems, that there is shortage of XENs in state", they said.
Picking more holes in the functioning of the RDD, sources said that recently non-KAS person was elevated to post of Project Officer under IWMP by the department. "Tariq Suhrawardi, non-Gazzetted, who earlier, has been holding charge of District Panchyat Officer, (DPO), recently given additional charge of PO, Integrated Watershed Management Programme (IWMP), a post of equivalent to Deputy Secretary", sources claimed, alleging that Surawardi being brother of NC leader and relative of sitting minister enjoying choice post. However, sources due to political pressure nobody is dare to transfer these officers.
