| Administrative reshuffle: KAS Officers rue postings in violation of Apex Court orders | | | Asif Iqbal Naik

Jammu, May 19: KAS officers have expressed their resentment over the posting of some junior KAS officers as Heads of departments in violation of the directions of the Apex Court.
Immediately after getting the news of transfers, around KAS 35 Officers assembled at Jammu and expressed concern over PDP-BJP coalition Government continuing the wrong doings of the previous Government.
It is, pertinent to mention that the Seniority list framed by the Government has been quashed by the Single Bench of the High Court and the previous Government in-order to favor some blue eyed Officers went in multiple litigations both before the High Court and Supreme Court of India at the cost of Government exchequer and even spent lacs of rupees unnecessarily in hiring Private Advocates.
While talking to "Early Times" the aggrieved KAS officers said that under the garb of parliamentary Elections-2014, the previous Government sought permission to allow officiating arrangements at the level of Special Scale only for 2 months, but later on illegally continued such Officers at the level of HODs/DCs.
They said that the matter finally reached the Apex Court and the Court has directed the State to allow temporary arrangements at HODs level strictly as per the Seniority list affirmed by the Single Bench. The aggrieved KAS Officers have strongly condemned the decision of the Government to promote Officers and not to recast the Seniority or revert the illegally appointed HODs/DCs.
Some of the Officers were of the opinion that the matter needs to be brought into the notice of Chief Minister Mufti Mohammad Sayeed for initiating regular enquiry against M.S. Khan, Ex- GAD Secretary for having distorted the Seniority and stretching the litigation at the cost of Government exchequer just to favour some lobby of Officers to Carve out a scope for future employment after retirement.
"The last decision of the Cabinet for the release of Selection grade has also annoyed around 100 Officers who have been shown junior in the order and the Judgments of the courts have been thrown to winds" added aggrieved an officer.
Many other officers pleading anonymity said that the government had created a Mess and was propagating red tapism, favoritism & discrimination and those continuing on the same chair for 5-10 years in the GAD/CS Secretariat are manipulating the things without any accountability .
"We have once again made an appeal to the Chief Minister for immediately revoking the wrong Orders issued in recent past. Those posted in violation of Court Orders include Deputy Commissioner Shopian, Deputy Commissioner Kulgam, Deputy Commissioner Ramban, Director Agriculture, Director Handloom, Special Secretary Home, Additional Director Handicrafts Additional DDC's etc" maintained aggrieved officers.
It is pertinent to mention that government had order postings and transfers of about 35 IAS and KAS officers including posting of some junior officers on higher posts which is purely in violation of HC order and can invite trouble for the government on next date of the hearing of case between the KAS petitioners Vs State government and others. |
