Termination of absentee doctors: Nothing beyond tongue waggling

Jammu, May 19: A fortnight after Minister for Health and Medical Education assured to terminate the services of government doctors who have been on prolonged, unauthorized absence, words have not been transformed into action diminishing the assurance to mere empty recurring.
It is an open secret that most of these doctors belong to influential political families of the state and are on unauthorized sojourn to greener pastures outside the country, still continuing to be in government service. Sources disclose that many of these doctors are working in hospitals in gulf countries and making huge money and have not resigned from government service keeping the backdoor for their return open.
"It would be difficult for the Health Minister to bite the bullet as these doctors belong to politically affluent families of Kashmir" said a former senior officer of the department of Health. "These doctors have done their degrees from India and then migrated mostly to countries like UAE and Saudi Arab, leaving the people of this lesser state in lurch" he added. "This presents a peculiar problem before the government, as these doctors technically continue to be in Government service and their posts cannot be declared as vacant, thus blocking the way for recruitment of new doctors.
The menace is however not confined to the department of Health alone as some engineers of the state government are also absent since years and they are working in other countries while still continuing to be in government service.
Sources divulge that there are cases wherein some of these technocrats have returned after making huge fortunes and have not only rejoined their services but also claimed their seniority. "An engineer of the Mechanical Engineering Department migrated to a gulf country and after serving there for years and making huge money, he returned and using his influence, he rejoined his service along with his seniority" said an officer in the civil secretariat. "This engineer was reinstated as SE and went on become Chief Engineer before he was caught in a trap case accepting bribe in his office" he added. The clout enjoyed by these technocrats can be gauged from the fact that after the Chief Engineer was arrested and put behind bars, he managed a bail and assumed his office again while his bosses in civil secretariat turned a blind eye.
Whether the Health Minister can exhibit courage to issue orders of termination of these doctors and pave way for fresh recruitment on positions thus created so that pressing shortage of doctors can be met to some extent would be interesting to watch.
