Applicant gets blank CD from PWD Xen | Another attempt to bulldoze RTI Act | | Bivek Mathur
Jammu, June 8: In yet another attempt to bulldoze the Right to Information Act (RTI Act) in Jammu and Kashmir, Executive Engineer PWD (R&B) Construction Division Number 3 provided a blank Compact Disk (CD) to an applicant seeking information under the ACT. The Engineer Rajan Mengi replied to a query of this scribe about the projects funded by ADB, Central Government as well as State government for the year 2011-12, 2012-13 and 2013-14 respectively by enclosing the required information in a CD containing an NRI file of 17 KB limit having nothing to see. The Engineer first violated the RTI Act by delivering the requisite information late to this activist as the RTI application was filed by this activist on 02.04.2014 and studying the properties of the CD provided, it has come to the fore that the CD was created by the third division of the PWD (R&B) on May 13 and hence delivered thereafter to this activist. The Engineer even dared to copy this information to the Chief Engineer for favour of information in reference to his (Chief Engineer's) office letter number CEJ/G/117-37 dated 02.04.2014. This activist has also tried to know the details of financial expenditure against the available allocation for the three year's period with financial and physical achievements for the mentioned period in Jammu division and this move of the Engineer can be seen as advertent one to hide the information demanded by the activist. Pertinently, with similar query, this activist has been deprived of the information under the Right to Information Act 2009 by some divisions of PWD (R&B) as well as certain divisions of JKPCC deliberately whereas few divisions who have provided information is either incomplete or ambiguous. |
