J&K Babus, Mantris write APRs of officers non-seriously, casually | | | Syed Junaid Hashmi JAMMU, Aug 29: Administrative Heads of various government departments in Jammu and Kashmir non-seriously and casually write Annual Performance Reports (APRs) of their subordinate gazetted officers In some cases, the HODs are senior KAS officers while in maximum cases, the heads include ministers, IAS, IPS and IFS officers. Most of the times, these HODs prefer not to record their assessment about the officers working under them. This leads to a situation where the junior officers are seen searching for the then HOD of their department for getting the assessment recorded for their career progression. HODs do not even care to record assessments during their tenure of their juniors despite knowing well the impact. They force the junior gazetted officers to knock at their doors, persuade them to write the assessments, years after their transfer from that department. This non-seriousness of the HOD especially IAS officers has resulted in GAD which is headed by Chief Minister Omar Abdullah outrightly saying that the instructions vis-à-vis APRs are not being followed strictly in most of the cases. This speaks in volumes about how seriously officers take the directions of office of Chief Minister Omar Abdullah. GAD has said that due to delinquent attitude of officers, inductions/promotion of the otherwise eligible officers at different levels get delayed unnecessarily, thereby, severely affecting the career progression of these officers. GAD has further said that IAS officers record the assessments about the officers reported upon in a casual manner, thereby making it difficult to make a final assessment about the performance of the officers for the period reported upon. GAD has viewed it seriously but failed to explain reasons why such non-compliance of government orders and why there is no fear of getting penalised for inefficiency coupled with delinquency. GAD has directed the concerned HODs to strictly adhere to the instructions laid down in the above referred to government order, as amended from time to time and follow the prescribed time lines, in letter and spirit, while writing up of the Annual Performance Reports. However, GAD has preferred not to even speak a word about penalisation of the officers working at various levels who are habitual of not writing APRs and forcing the juniors to keep running after them for getting the assessments recorded. State government has repeatedly asked all the Secretaries to government to obtain statements from the Heads of Departments on prescribed proforma showing names of officers in respect of whom reports have been initiated or reviewed or accepted. State government has further indicated that in case the officer to be reported upon fails to record his 'Self-Assessment' within the reasonable time, the initiating Officer shall initiate the APRs after recording that the Officer concerned failed to record his 'Self-Assessment'. An officer (Initiating/Reviewing) who fails to record the report on the officer within the prescribed time limit will himself come under adverse comment by the next superior authority at the time of writing up of his/her APR. Despite these express directions, Babus as well as Mantris take the APRs non-seriously. |
