Death of ACD Kishtwar in road mishap
DDC gets FIR registered against GREF

Kishtwar, Oct 8: Taking stern action against the General Reserve Engineer Force (GREF) 118 RCC HQ Kishtwar for their failure in maintaining Batote-Kishtwar and Kishtwar-Sinthan National Highways despite clear cut directions issued by the administration to take measure to check mishaps, Deputy Commissioner Kishtwar Mohammad Javed Khan today directed Station House Officer (SHO) Kishtwar register an FIR against GREF authorities including officiating Commandant.
The action followed that death of Assistant Commissioner Development (ACD) Kishtwar Yasar Arafat Zarger at Bhanderkot the previous day in a tragic road mishap.
As per the details available with "Early Times" Deputy Commissioner Kishtwar summoned the Tehsildar Kishtwar Phulail Singh and directed him to get the FIR registered against the GREF authorities.
As an FIR already stood registered in the case of ACD's death, The DDC wrote a letter directing, "As already directed verbally to lodge FIR in accidental case of Yasar Arafat (ACD Kishtwar) and cause of the death due to negligence in the maintenance of roads in Kishtwar and execution of sub standard road works by GREF thereby causing road accidents and death of the passengers be also brought under the ambit of investigation" .
DC Kishtwar also directed OC GREF to give road wise/job wise/month wise details of expenditure incurred on execution/maintenance of roads in District Kishtwar for further investigation/necessary action so that the same could be taken up with competent authority for physical and financial verification.
The sources within the administration said that DC Kishtwar's direction comes in wake of the briefing from various senior officials who visited and examined the accident spot.
When contacted Deputy Commissioner Kishtwar said that guilty officials responsible for the death of ACD Kishtwar and other people in accidents will be taken to task in accordance to law. He said that Tehsildar Kishtwar has also been assigned the job of investigation in this regard.
Meanwhile the sources within the administration informed the "Early Times" that the administration is also mulling the option of initiating the contempt proceedings against the GREF for violating the directions issued by the administration as well as from District Development Board and Jammu and Kashmir Assembly House Committee from time to time with regard to installation of crash barriers, parapets and erection of temporary walls at vulnerable points on both the National Highways. Several political and social organizations condoled the untimely demise of ACD Kishtwar Yassar Arafat Zarger. It is pertinent to mention that 9 employees of Sheep Husbandry including District officer and a doctor died in similar accident at Sinthan top in the month of July this year.
