J&K jails; 1 medical officer for 39 inmates | Correctional cadre yet to be created | | Syed Junaid Hashmi JAMMU, Oct 8: While the State Government is yet to create correctional cadre, Jails in Jammu and Kashmir have shockingly 1 medical officer for 39 inmates. Jails lack adequate facilities for both prisoners as well as staffers who work round the clock to ensure jail security besides taking all possible measures to correct the behaviour of inmates. Most of the jails are understaffed. Medical faculties are negligible. Baring officers, Jail staffers have to live in rented accommodations due to seemingly disinterest of Government in constructing residential quarters for them. Prisoners have no specialized officers to look after their medical needs and correct their behaviour so that when they are set-free, they could easily go back to normal life. Working under extremely dangerous and hostile atmosphere, Jail staffers do not hesitate in saying that are seemingly not on priority list of State Government which has denied it both accommodation as well as other required Government benefits. According to the Report on Prisons of Jammu and Kashmir, J&K has shortage of around 30 percent officers as well as other staff members. Prepared by National Crime Records Bureau (NCRB), the report for the year 2013 maintains that of the sanctioned strength of 1367 staff members, J&K is short by around 366 members. Though the number of inmates per staff member for J&K jails is around 3 but the fact remains that these staff members as well the inmates are facing serious problems related to both recommendation and health. J&K jails have around 2540 inmates with 880 officials to look after them. Ironically, the Government has sanctioned no post for correctional staff for all jails in Jammu and Kashmir. Records maintain that the posts were never created despite NHRC and SHRC both recommending strongly for creation of posts for correctional staff so that inmates are better taken care of. Jail administration had to create posts of Psychologist as well as Psychiatrist along with provision for social workers to work inside jails. Jails have 65 members working in the medical staff. A medical staff member has to look after around 39 inmates on daily basis, which is not only too high for a medical staff member but virtually a situation where catering to patients is not only difficult but impossible. There are 11 posts of Resident Medical Officer (RMO), of which 8 are in place. But against sanctioned strength of 80 posts of Pharmacists, Laboratory Technicians and other staff members, only 57 are in place. Interestingly, despite requirement of Ministerial staff officers, not even one post has been sanctioned for the jails across the state. Besides of the requirement of around 95 non-gazetted staff members in the Ministerial cadre, 56 are working in jails across the state. Jails across the country have several hundred employees working in various capacities apart from gazetted and non-gazetted staff members but in J&K, neither have just posts been sanctioned nor have the jails appointed staff members. Against the posts of 17 DGs and other such rank officers, only 11 are in place. 7 posts are vacant and state has been unable to fill them. J&K is short of 10 Jailors, 14 Head Wardens and 196 wardens or Matrons in jails across the state. 72 staff members are short in number in various other cadres of the Jail administration |
