Dear Sir,

8th Oct. 2005 when earth quake shook the entire valley including Pak occupied Kashmir is still fresh in our minds that took lives of around one lac people in both the Kashmirs. People affected with the disastrous earth quake are still to come out of trauma, another misery was in store that fell on Kashmiris on 5th,6th Sept 2014 when Whelum turned violent and started to enter residential houses with devastation and killings of innocents more due to the unpreparedness of the authorities and lack of rescue material. In short and precisely let me say that Kashmirs have all along been the worst sufferers. The winters in the Valley are fast approaching and the govt is yet to submit a project report for receiving assistance from the Centre due to inefficiency of top bureaucracy and the ministers, for expecting rehabilitation of those whose houses got damaged fully or partially. I doubt the authorities are able to prepare the project report for its submission to the Centre, which is likely to hit the sufferers more because of approaching winters. It won't be judicious to say that the Centre is ignoring the calamity faced by Kashmiri's that devastated the houses and killing many in recent days. Unless the govt gives report to the Centre with viable mechanism for a rehabilitation of the victims then things will continue to go on snails pace. It will be premature to expect any financial assistance by the state govt due to dry coffers barring 75000/- as announced by the CM in his statement that is yet to be given to the sufferers. People have been listening about the financial constraints since long in the state and in that context I don't see any reason for the govt to continue any further. If the govt has apprehensions that their request is being ignored on account of financial assistance from NDA govt that may be possible due to some ideological differences or politics which have costed the Centre - state relations, but for that matter if true, people should not be made as the sacrificial goats. I would feel the interests of the CM for safeguarding the chastity if CM along with his Cabinet say good bye to the Chair, if it really wants people of the state to get rehabilitated. Once they relinquish the offices and Ministries that can be a healthy step to pave way for a Governors rule in the state till conduct of elections. This will also lighten the burden of Ministers on govt exchequer who have become immune to spend their cozy life style in their bungalows that has made the coffers to a mere skeleton . The best option before the govt is to leave their offices to head for a governors rule, that only can help to make headway for the rehabilitation scheme of the victims. The Prime Minister of India may also declare the calamity as national and create an atmosphere in the Valley that may reduce the graph about the trust deficit between the people of the Valley and the Centre apart from politics. The CM and his Cabinet may think beyond free ration quota for 6 months as announced by the CM because this will hardly make any difference to the losses occurred due to floods. The relief by way of rice or atta will not mitigate the sufferings of the people. We must think for those who are right now living life under open skies and in tents on the green belts and bunds. Time is approaching fast for a routine snow in the Valley, in a month or so which will further add to the miseries of the people, and it will be another tragedy and inhuman to see the old aged men, women and kids shivering in the tents. So better would be to act like humans to tackle with the devastation in a systematic way apart from politics and vote bank . Let NDA at the Centre apply one rod and same treatment as it has done in the states of the country those faced natural calamities from time to time. The NGO's too have moral obligation to help the victims speedily without favor or selective methods as people have been complaining about the distribution of relief, Otherwise it will meet the same fate as that of earthquake of 8th Oct 2005 where some international aid agencies generously funded various state run NGO's in the Valley that made some people over-night millionaires pushing the victims to wall. Pertinent to mention here that the earth quake that shook the entire Valley, turned as a gold mine for few who made immense wealth by playing with the blood of those who lost their precious lives.Some big fishes who were running NGO's in the Valley did earn wealth to the extent one can not expect. Keeping this thing in mind the NGO'S presently operating in the valley,the 8th Oct earth quake is an eye opener for them to remember.
