To check corruption Centre may change Fund allocating process for JK | Better proposal than Rs 44,000 Cr State Govt in offing | | Javaid Naikoo SRINAGAR, Oct 11: Government of India is likely to change the traditional fund allocating process for Jammu Kashmir to check corruption. Sources said New Delhi was considering a better proposal than the one sent by the State Government. Sources said that many agencies working for Central Government have already collected and compiled details about loss of lives, damage to public and private property in all the three regions of Jammu and Kashmir due to floods and in consultation with top brass officials of state administration have also framed a detailed mechanism to rehabilitate common people and re-construct roads, bridges, and buildings across the state on modern lines. Being aware of roots of corruption in Jammu and Kashmir, according to sources Central Government may change the traditional fund allocating process this time and may not transfer funds in state exchequer as used to happen in previous Governments. Instead of transferring funds in state exchequer directly, Central Government keen to spend every penny in right direction may employ national level agencies and NGO's known for construction of roads, bridges, buildings and tackling health care system across the country and in Kashmir as well to reach to the flood affected people in right direction. Sources said that it has a planning to either construct houses of flood affected people either through any Central sponsored scheme which would be monitored by officials of Central and State Governments collectively or it may use state machinery under its own control to directly pay to the flood affected people whose houses and other structures were damaged by floods instead of giving money in the hands of politicians of the state. "Centre has already a better proposal on table than Rs 44,000 crores demand of State Government, in coming few days Centre would announce its lengthy relief and rehabilitation proposal for flood affected people of Jammu and Kashmir which I believe must be acceptable to one and all in the state," sources said Sources said that on the directions of some senior politicians of Central Government, many noted Journalists and observers well aware of geographical locations and political system of Jammu and Kashmir worked in Jammu and Kashmir post floods and many are still working and informing suitable measures to Central Government how to check corruption lines prevailing in the state and how to reach to the flood affected people without any hindrance and interference from any circle. Pertinently State Government on Friday had submitted a proposal to the Central Government, seeking a special financial package of Rs 44,000 crore for the rehabilitation of flood affected people. At a time when more than one month passed after floods hit over 15,00,000 families in 5,794 villages, damaged around 3,44,607, perished 90,000 cattle, destroyed crop on around 6.52 lakh hectares of land, flood affected people are yet to receive any cash compensation from either State or Central Government to construct their collapsed house, shops and other structures and are living in tents with no options available with them. |
