Give lion's share to Kashmir in PSC, ignore Jammu

Jammu, Oct 11: National Conference and Congress led coalition Government during its last Cabinet meeting, held in Srinagar on Friday, played its parting shot by appointing four out of seven JK Public Service Commission (JKPSC) members from Kashmir and giving negligible representation to Jammu in JKPSC, premiere recruitment agency of the state.
The Cabinet approved appointment of Khurshid Ahmad Ganaie, IAS, Financial Commissioner, Industries & Commerce Department, J&K, as Chairman Jammu and Kashmir Public Service Commission. A senior bureaucrat, Ganai would go for premature retirement from the service to take up the new assignment. Ganai was scheduled to retire in October 2015.
The Cabinet also approved appointment of Sheikh Mushtaq Ahmad, IAS, Secretary to the Government, Higher Education Department, Mukherjeet Sharma, IFS (rtd), BR Lachotra, Director General, Economics & Statistics (std), Wali Mohammad Bhat, Director General, Accounts & Treasuries (Retired), Dr Tejit Singh, Prof Ophthalmology (Retired) and Dr Farooq Ahmad Kaloo, Director, Animal Husbandry (Retired) as members of the Commission.
Pertinently, Early Times was the first news paper in Jammu and Kashmir which had reported on September 1 this year that Kashmir would get lion's share in PSC and Jammu region would be ignored. Sources told Early Times the decision to appoint four PSC members from Kashmir was taken during the NC-Congress Coordination Committee meeting, which was held in last week of August this year. "NC leaders had made it clear to the Congressmen that Assembly elections are approaching and they have to appoint more people from Kashmir as the PSC members to ensure that they can get their own cadres recruited through the PSC," said a source.
General Secretary of the Bharatiya Janta Party (BJP) Ashok Kaul while talking to Early Times described the Government's decision as "Kashmir centric" and "anti-Jammu." "This is not for the first time that NC-Cong coalition has played a communal card to appease Kashmiris. They have been doing it since they came into power in 2009."
Kaul said that days of the present coalition Government are numbered as people are ready to teach them a lesson. "People in both regions are sick and tired of the divisive politics being played by these two parties and won't get carried away by these cosmetic measures which are aimed at getting their own cadres benefitted," he added.
The BJP General Secretary claimed that NC-Cong coalition has started a new trend to befool people by appointing them on contractual basis for 89-days. "The aspirants are being told that they would be regularized after the 89-day period is over. It's a blatant lie," he added.
Sources said that decision about who would head the JKPSC and who would be its members was taken long back and its announcement would have been made one month ago, but floods hitting the Valley led to the delay. "Had floods not struck by now PSC would have appointed hundreds of gullible candidates mostly from Kashmir on the contractual basis, which eventually NC would have en-cashed during its election campaign," sources said, adding that recent floods have washed away the plans of the ruling collation.
A senior PDP leader said, "Assembly polls are all set to be held on time and the gimmicks being tried out by the NC-Cong Government are not going to work. People want a change as the present regime has proved to be a bigger disaster than floods."
He said if the election notification comes out by the middle of this month, code of conduct would come into force and all the bodies including the JKPSC won't be able to help the present regime's cause.
