Contesting parties have opposed pre-poll alliance in J&K

As the stage has been set for the As-
sembly poll in Jammu and Kashmir
major mainstream political parties have decided to go alone in the poll battle notwithstanding the fact that some political parties plan to have some secret electoral understanding with others. Yes, the possibilities for a pre-poll alliance among like-minded political parties seemed to be bleak right from the day the Eelection Commission announced the poll schedule. In fact right from 2002 Assembly poll the state has no tradition of forging a pre-poll alliance.It has been a case of post-poll alliance since 2002. After the 2002 election results the Congress decided to forge an alliance with the PDP and for over five years the coalition rule remained successful in the state.
In 2008 the Congress opted for an alliance with the National Conference for forming the Government because the party high command had been irked by the way the PDP withdrew support to the Congress led coalition Government in protest against diversion of land to the Amarnath Shrine Board for developing facilities for pilgrims at Baltal.Though the level of governance during the Congress-NC rule in Jammu and Kashmir witnessed marked decline the coalition, however, completed its tenure.This way the three main political parties,the Congress, PDP and the National Confer- ence have decided to go alone so that they could get a chance for running the Government without sharing power with one another.
The BJP,which is posing a maiden problem for the PDP and the NC in the Kashmir valley,too has decided to go alone as it is aiming for achieving the +44 mission that could help it form the first ever Government in Jammu and Kashmir.Well the BJP's plan to form the Government on its own may be a tall order or can be called crying for the moon its leadership thinks that going alone could help the party as it helped it in Haryana where it won 47 seats to enable it to form the Government.
It was for the first time that the BJP had won power in Haryana and its leaders think that the party may be able to win power,for the first time,in Jammu and Kashmir too.But the situation in Haryana is materially different from the one that exists in Jammu and Kashmir. Secondly,the demographic character of Jammu and Kashmir seems to be unfavourable for the BJP while in Haryana it was quite favourable for the BJP.If field reports are any indication the National Conference leadership has not shut its doors for forging a post-poll alliance with the BJP.The NC's doors are open for a post-poll alliance with the Congress despite conflicts between the two because there is no possibility for the NC to forge an alliance with the PDP.The PDP too has not shut its doors for forging a post-poll alliance with the Congress.It is yet to take any decision on forging a post-poll alliance with the BJP.
However,the Minister for Agriculture, Ghulam Hassan Mir,is right when he says that the pre-poll scenario is so fluid that it would be too premature to talk or think about post-poll alliances.In fact Mir was referring to reports suggesting that senior BJP leaders had met him and his political colleagues in the Third Front and he said that politicians meet to exchange notes on pre-poll scenario.But the issue of forging a post-poll alliance could not be given any shape because one does not know which way the wind will blow.
As the dates for polling draw near the Congress is said to be losing its ground because of internal dissensions.Allotment of tickets seems to have added to the level of factionalism. The situation is similar to the BJP camp in Jammu and Kashmir.Hence this groupism may affect the electoral prospects of both the Congress and the BJP.Well while the BJP's future rests on its performance in the Kashmir valley that of the Congress is tied to the region of Jammu.
But the way the PDP has started making inroads in the areas of influence of the Congress and the BJP in the region of Jammu it may improve its 2008 performance when it had won 21 seats.And the anti-incumbency factor,absence of Farooq Abdullah, mishandling of rescue,relief and rehabilitation of flood hit people are some of the issue that may hit hard the National Conference.
This leaves some room for the PDP to forge post-poll alliance with some political groups for forming the Government. However,the NC may try to prevent the PDP from even sharing power either with the Congress or with smaller political groups.
