Poor veterinary services in JK

JAMMU, Nov 7: Around 500 families of Kuchall village in Kishtwar district totally depend on their livestock. But poor veterinary services haunt them.
Cattle rearing are the traditional activity enmeshed into the socio-economic structure and fabric of rural population in Kishtwar district, so effective veterinary services are needed to protect and preserve the livestock.
"It's problem of all the villages across Jammu Kashmir. 684 Veterinary Institutions including Veterinary Hospitals, ICD Centers, Dispensaries, Livestock Development Centres, and First Aid Centres are available across the state but most of the hospitals, labs are available only in the main cities.
An official source said that in 2009-10 departmental survey the estimated livestock population in six districts of Kashmir division is around 48 percent and in 2011-12 is 46 percent it would be decreased same in Ladakh region but in Jammu division it would be little increased.
Sources further criticized State Government that every year union Government release funds to Jammu and Kashmir Government through various schemes but the shoddy performance of coalition Government and their administration they didn't utilized that funds properly and timely.
"In 2009-10 Government of India (GoI) has sanctioned two projects at an estimated cost of Rs. 1.41 crore under the scheme of Rashtri Krishi Vikas Yojana (RKVY) for state department of Animal Husbandry but four years gone the status of said project is still incomplete," official sources said.
The two projects include upgradation of animal husbandry labs and purchase of Vans/ Ambulance for eight newly created districts of Jammu and Kashmir Rs. 3 lakh per lab for per district and Rs. 6 lakh per Vans/ ambulance for each newly created district, holding of animal fertility camps and providing of mineral mixture and supporting medicines but till date only fifty percent work would be done.
"It may sound bizarre that implementing agency is also the Animal Husbandry department and duration period of projects is also the same after four years the progress of work at ground level around Rs. 76 lakhs expenditure is incurred then how much time they spent for completion of said projects," official sources said.
Official sources further said that in newly created districts of Jammu and Kashmir animal husbandry Labs are available but they are not functioning because lack of technical staff and due to upgradation of labs, said adding that the purposes of vans and ambulances in said institutions for staff and carrying medicines in any emergency cases.
However, Director Animal Husbandry Deptt Jammu Dr S L Bhagat, he didn't respond even repeated phone calls made by this journo.
