Urban Local Bodies department employees throw a challenge to CEO, State Government | 'Roll-back transfers/postings or face agitation' | | Jehangir Rashid Early Times Report SRINAGAR, Nov 7: Chief Electoral Officer, Umang Narulla is all set to face an acid test as thousands of employees in the Urban Local Bodies department are all set to launch agitation in case the poll conducting body does not order the State Government to roll back the transfer of tainted officials done in alleged violation of Model Code of Conduct (MCC). The employees of the Urban Local Bodies department have voiced concern over the transfer of 10 officials done on October 25. The employees said that one of the orders has been shown on the back date of October 24 while as the other order has been shown to be issued on October 25. "Since MCC is in place in the state it is the responsibility of Chief Electoral Officer, Umang Narulla to take note of transfers and postings done in violation of MCC. The CEO should impress upon the State Government to rescind the transfer orders so that the tainted officials don't malign the image of the department furthermore," said Manzoor Ahmad Pampori, President Urban Local Bodies Employees United Forum (ULBEUF). The employees of the department under the banner of ULBEUF carried out protest demonstration against the transfer/posting of 10 officials including three tainted officials here at the Habitat Centre, Bemina. The employees alleged that the tainted officials resorted to loot and embezzlement in different municipal committees and councils where they were posted over the past few years. "We are giving an ultimatum of one week to both the State Government and the office of CEO to roll back the transfer/posting orders. If they fail to do so then we will carry out a protest demonstration on November 14 in the office of CEO. The transfer/posting of the tainted officials has virtually led to disillusionment among the employees of the department and the things need to be set right," said Manzoor. The ULBEUF President said the transfer/posting orders were issued under the influence of political pressure. He said the 'tainted' officials are enjoying the patronage of Ministers in the State Cabinet more so those belonging to the National Conference. He said the interference of politicians has virtually 'decimated' the image of Urban Local Bodies department. "We have apprised the Chief Secretary, Mohammad Iqbal Khanday about the development and hopefully some action would be taken very soon. The ball is in the court of State Government and CEO and it is expected that necessary corrective action would be taken in the form of roll-back of the orders," said Manzoor. The Directorate of Urban Local Bodies, Kashmir issued order number DULB/Estt/PS/86-II/378 of 2014 dated 25-10-2014 according to which seven officials of the department were transferred from their place of posting. The department issued order number DULB/Estt/PS/294/375 of 2014 on 25-10-2014 but this was shown to be issued on 24-10-2014. According to this order transfer/posting of three officials took place. Interestingly, reinstatement and subsequent posting of Executive Officers Imtiyaz Ahmad Dar, Abdul Rashid Shah and Ghulam Mohi-ud-Din Malik has not gone well with the employees of the department since these officers resorted to embezzlement and loot while being posted in different municipal committees and councils in Kashmir. |
