Army regrets killing of 2 youth at Chattergam, assures fair probe in firing incident

SRINAGAR, Nov 7: Army on Friday regretted the killings of two youth by its jawans in Chattergam area of Central Kashmir's Budgam district, saying it was an incident of 'mistaken identity' and said that it will be ensured that transparent enquiry into the 'unpleasant incident'. Expressing sympathies with the victims' families, army also announced compensation of rupees ten lakh each to bereaved and rupees five lakh to injured youth family's as compensation. The army said that rehabilitation of injured will also be considered. "Army regrets the killing of two civilians at Chattergam few days back. Actually this was an incident of mistaken identity as the army had inputs about the movement of militants in a car. Besides injured youth's statements who were the eyewitnesses of the incident, fifteen civilians would also record their statements as to how the incident took place. I don't want to jump to the conclusion but you will see what will happen on ground once investigations are completed," Northern army Commander, DS Hooda, who was flanked by General Officer Commanding (GOC) 15 Corps, Lt General Subrata Saha, told reporters during a press conference.
Hooda said that the army will ensure transparent inquiry into the incident and also cooperate with the police investigations into the unfortunate incident. Replying to a query the army commander said that the incident has nothing to do with the Armed Forces Special Powers Act (AFSPA). "Let us see the outcome of the inquiry. We are committed to take appropriate action that you will see on ground besides we will ensure to distil our system so that such incidents do not occur in future again". He said that the youth who were injured in firing are being provided with specialized treatment in army hospital at Badami Bagh here. "We are committed for impartial and transparent inquiry into the unfortunate incident. Mistakes happen and we have procedure in place about do's and don'ts and we would be pleased if the general public, government and civil society will come up with their valuable suggestions so that such incidents are prevented," said Hooda, adding the inquiry to know the circumstances which lead to the loss of two lives and left two others injured would be completed in 10 days. Hooda also said that the company of 53 RR has been replaced with 35 RR. "The company has not been permanently removed from here but shifted to some other place". Pertinently, Faisal Yousuf 14 and Mehraj-ud-din Dar 21 were killed by the army in Chattergam area of Budgam district earlier this week. The incident sparked off the protests and wide spread condemnation both by separatists groups and mainstream political parties in Kashmir.
