Congress,Shiv Sena crying over spilled milk in Maharashtra

One step forward and two steps
backward.This should apply to the
Congress in Maharashtra where the BJP won its first floor test on Wednesday.The Congress,which had won 42 seats in the recent Assembly poll had decided to abstain from voting on the confidence motion.Even the Shiv Sena too had opted for staying away from polling against the motion of confidence as it had come to believe that the NCP,which has won 41 seats,had announced that it would support the BJP in case there was need because the NCP did not want Maharashtra to be plagued by instability.Possibly the Congress too had the same idea because with 42 seats it could hardly tilt the scale when the BJP needed the support of 22 MLAs.The Shiv Sena seemed to be keen to secure the post of Leader of the Opposition for its MLA and that could have been the reason for not voting against the motion of confidence.It knew that with 63 seats it too could not tilt the scale against the BJP when the NCP had already declared its support to it. Under rules any motion can be put to voice vote on the floor of the House.
The result was on the expected lines.The 13-day-old BJP government headed by Devendra Fadnavis on Wednesday won the confidence motion in Maharashtra Assembly by a voice vote, amid protests by former ally Shiv Sena.As the motion seeking vote of confidence in the BJP government moved by MLA Ashish Shelar was passed in the House where the ruling party is in minority, Shiv Sena MLAs stormed the Well seeking division of votes."The motion has been passed," Speaker Haribhau Bagade announced in the din.Agitated members of Shiv Sena, which had earlier said that it will oppose the trust vote and had demanded that its leader Eknath Shinde be accorded the status of Leader of Opposition, shouted slogans.
The Speaker later also announced appointment of Shinde as Leader of Opposition in the House.What seemed intriguing and amazing about the Congress and Shiv sena is the way the two leaders protested against the voice word method when they had decided not to vote against the motion.In the absence of any opposition from the Congress and the Shiv Sena where did the need for division of votes arise ? Even if the Congress and Shiv Sena had joined hands and opposed the motion of confidence the two would have not been able to unseat the BJP Government because it had already the support of the NCP.
And the reaction from the Congress has been more amazing than that of the Shiv Sena.Whether right or wrong the Shiv Sena voiced its anger against the Speaker by having opted for voice vote system instead of following a ballot paper method when the Shiv Sena MLAs staged demonstration in the well of the House.And the Congress reacted against the move of the speaker outside the Assembly. Congress leaders in Maharashtra demanded the resignation of the newly-elected Fadnavis Government saying it had failed to win the majority in the vote of confidence in the State Legislature on Wednesday."
Vajpayee Government had resigned for lack of one vote. Fadnavis Government is a minority Government. It should resign too," Congress leader Manikrao Thakre said outside the State Legislature in Mumbai.He claimed that newly-elected Speaker Hairbhau Bagde had scuttled the demand for ballot voting. "He has assassinated democracy by not allowing voting by ballot. The voice vote is ambiguous. It is not clear if the BJP Government has won the majority," he said.The Congress leaders plan to meet the Governor for building pressure on the BJP Government to prove its majority on the floor of the House again failing which the Congress will not let the Government fu nction.
Even the former Chief Minister,Prithviraj Chavan described the incident as a "black day for democracy. Equally interesting is the way Congress sat silent when the Speaker put the motion of confidence to vote and later announced that "the party will note its opposition to the move." What a fantastic argument ?
