WikiLeaks during Sept 2011 re- leased cables in which the then US ambassador to India David Mulford had sent to the US State Department in February 2006. The contents didn't surprise many. One cable said: "Kashmir politics is as filthy as Dal Lake". Another said, money from Pakistani and Indian intelligence agencies and foreign extremists had given an incentive to its leaders to perpetuate the conflict. "This river of dirty money...calls into question whether the Kashmiri elite truly want a settlement to their problems. The minute a deal is struck, some must surely worry that the funds will dry up," the cable said. Things do not seem to have changed much since then. While the nation is awed at the 72 percent polling in the first phase of LA elections, the undercurrents need to be examined in the local tenor, tone and rhythm. The phase one polling is hardly over and the voice of the tallest among the separatist and the most vociferous India basher S.A. Geelani softening on the election boycott was yet to be analyzed fully when the Hizb-ul Mujahidin has issued fresh threat calls against casting votes in Pulwama. On the very next day of the first phase polling threatening posters have appeared in villages around Pulwama to keep off the polling booths or face severe consequences. It is part of a set design. The separatist ball game is now revealing as selective negative unlawful participation in polls. While to let high percentage of voters cast votes helped defeat the impact of harnessing migrant vote and reduce their vote value. The fresh calls of boycott are in specific areas and the threat focused on particular regions or voters to support the opponents by holding them back. Such use of muscle power and shadow of guns to influence franchise has been observed earlier also and was exploited and taken advantage of by certain so called main- stream politicians. The nexus is clear. No wonder you find photos of law makers wielding AK-47 rifle wearing bullet proof jackets and no wonder the proclaimed criminals with cases pending for heinous crimes move about freely in Kashmir and are given VIP care, treatment and all facilities even when detained or put under house arrest. Their criminal cases are pending for decades. Various terror outfits, the Tanzeems have their direct or indirect indulgence in the polls and it will be a tough and trying time for the Election Commission and security forces to keep the unlawful influences at bay for the true democratic values to fructify. |
