Peace not possible till Pak dismantles terror infrastructure

The continuing volatility in the security situation in Afghanistan, Pakistan's battles with the demons within and the flourishing terror 'factories' across the borders are the three major concerns that broadly impact India. Peace in South Asia can never be established till the terror infrastructure, that now seems to be taking roots in Pakistan, is dismantled for all times to come. But this is not possible without the will of Nawaz Sharief government which is virtually crippled by the strong 'military-ISI' nexus in the country. Once the terror shops were closed on the Pak soil, peace would get a chance to flourish. In this endeavour, this was the right time for the UN and the US to intervene and play their roles. In the October 2015 meeting also, Obama and Sharief had discussed terror and laid emphasis on measures to prevent Pakistan's nuclear arsenal from falling into hands of terrorists. After this meeting, Pakistan had for the first time given a commitment in specific terms to take action against terror outfit Lashkar-e-Taiba, a lingering worry for India. And, after the Pathankot airbase terror attack, Sharief government has cracked down on Jaish-e-Mohammad terror outfit, which is indeed a good sign for India. But more heartening for New Delhi is the US statement that it would not seek exemption for Pakistan from Nuclear Suppliers Group guidelines to facilitate nuclear commerce. This despite the fact that the US relations with India and Pakistan stand on their individual merits. But, with the US remaining strongly engaged with India to tackle the menace of terrorism which is affecting the regional peace, India must continue to maintain pressure on Pakistan to crack down on terror groups and terror training camps operational on its soil. It is widely felt that, with Prime Minister Narinder Modi's Lahore outreach, there is a need to work with the moderates in Pakistan. It is also a matter of concern for India that US was not putting enough pressure on Pakistan to come down hard on terror infrastructure, but it is also a fact that its counter-terrorism cooperation with India was expanding rapidly. A stable Pakistan is good for India too, so coordinated efforts need to be made by the US, India and other countries to make sure that democracy gets strengthened in Pakistan. But that is only possible if the terror infrastructure is dismantled completely and perpetrators of terror attacks are brought to book. Steps ought also to be taken to find out a political solution to the Afghan problem through reconciliation of elements within Taliban. Given his address on the Pak radio Saturday last, it can be construed that Sharief wants to make peace with India. He said the two countries were moving in the right direction but the January 2 Pathankot attack disturbed the peace process between New Delhi and Islamabad. India has sought prompt action against the perpetrators of the attack, sharing actionable evidence against Jaish-e-Mohammad chief Moulana Azhar Masood with the Pakistan government. The Masood-like terrorists and the ISI do not want peace between the two countries. The governments and people of India and Pakistan know that the Pathankot attack had come just because the two sides had groped their way back to the negotiating table to iron out their differences. While the post-Pathankot scenario had a chilling resemblance to the 2008 Mumbai terror attack, it is expected that Pakistan would act against the terrorists on its soil so that such macabre incidents were not repeated in future.
