Early Times Report

JAMMU, Jan 31: Another "important" and much talked about meeting of the People's Democratic Party (PDP) ended on Sunday at the party president Mehbooba Mufti's Fairview residence. But nothing was decided as far as the formation of the government in Jammu and Kashmir was concerned. It was expected. The party would meet again on Monday to discuss the political situation in the state and take a call on the government formation this way or that way.
"This meeting was about organizational matters and nothing else. We discussed on how to take forward Mufti Sahab's agenda for peace and development," PDP leader and spokesman Naeem Akhtar told reporters after the meeting. He also said that "keeping in view the present situation the matter of government formation was also discussed for some time". "Once Mehbooba is convinced that Agenda of Alliance is being reciprocated in letter and spirit by New Delhi she will definitely take a decision in this regard," Akhtar further told reporters. At the same time, he didn't reveal other details.
Why is PDP president Mehbooba Mufti taking so much time to decide in favour of or against government formation with the BJP? Seven reasons are responsible for her indecision or dithering.
According to a keen Kashmir-watcher, there are seven "possible reasons" which have refrained Mehbooba Mufti from taking a final call on the government formation with or without BJP. These are (1) the changed situation under which it would be difficult for her to enforce her father's "battle of ideas" philosophy; (2) her inability to obtain "some assurance from Prime Minister Narendra Modi and the BJP leadership on resumption of talks with separatists and freeing of jailed separatist leaders"; (3) disagreement between the PDP and the BJP on such issues as "beef ban, revocation of Article 370, State Flag, granting of citizenship to west Pakistani refugees or disbanding of Village Defense Committees"; (4) the fast -declining support-base of the PDP not only in Jammu and Ladakh but also in Kashmir; (5) bitter opposition in Kashmir to the BJP and the impression in the Valley that "the PDP was anti-Kashmir party, which always played at the hands of Delhi, while in Hindu dominated region of Jammu and Buddhist dominated Ladakh it (PDP) has always been as pro-separatist party"; (6) though Prime Minister Narendra Modi announced "a Rs 80,000-crore economic package for the revival of the State" one year after the floods, he made available to the state "not even ten percent of the money"; and (7) "two founding members of PDP, MPs Muzaffar Hussain Beigh and Tariq Hameed Karra, have been vocal critics of the alliance" and "second rung leaders of the party are in favor of going back to people for a fresh mandate and end the coalition".
Since these reasons have been catalogued by a keen Kashmir watcher, these couldn't be ignored. In fact, he has only enumerated the factors which Mehbooba Mufti has been grappling with ever since the demise of her father. The statements which appeared after the demise of Mufti Sayeed in the local and national media had also hinted at these seven reasons in one way or the other. Had everything been smooth, she would not have taken a minute to assume the coveted office of Chief Minister. That she hasn't only indicates her dilemma.
So, it won't be surprising at all if she sooner than later declares that the PDP will not do any business with the BJP. In fact, the operative part of the assessment of this Kashmir watcher is: "So don't be surprised if the unpredictable Mehbooba pulls out rugs under the feet of BJP leaders".
