Teachers' recruitment scandal surfaces in Edu Deptt
Selected by SSB in October, teachers yet to join

Jammu, Jan 31: A major scandal involving recruitment of teachers has come to fore as more than four hundred selected teachers are being refrained from joining their jobs, by the JKSSB.
The Jammu and Kashmir Service Selection Board (JKSSB), in the month of October 2015, declared lists of successful candidates, but paradoxically, after lapse of three months, half of the selected teachers are not being allowed to join their services.
"At the time of notification it was mentioned that, if a candidate is residing in another district for 15 years can also apply from the same district", said a selected teacher and added that he is a resident of Kathua district, but has been residing here in Jammu for past more than 15 years.
"Now, after being selected for the post in Jammu district, the SSB is not issuing appointment letter in my favour, since the lists were declared by the recruiting agency, I have approached SSB authorities' repeatedly, but all in vain", said the teacher pleading anonymity.
He further said that there recently he came to know that there were more similar cases where selected teachers are waiting for their joining and they still were running pillar to post to get appointment letter, while others had joined their services in month of November, December 2015.
Reliable sources in SSB said that most of the teachers, who are not being allowed to join their services, are victim of militancy or partition of the country. "During partition of Jammu and Kashmir, they were residing in POK, now they are rehabilitated in various part of Jammu district which is mentioned in their respective certificates (PRCs) but the authority sought one more proof of Jammu", said source.
"PoK refugees, who were rehabilitated in several parts of the Jammu region, have PRCs (state subject), but their permanent residence from where they had migrated during partition, is also written on their respective state subject. Whoever, there present addresses are also mentioned on the PRCs, but despite of all these, the authority have compelled to produce resident proof of Jammu district", sources said.
Unfortunately, the SSB has forgotten that the area from where they belong falls under Pakistan's jurisdiction. "Having a proof of being a resident of Jammu, I am being asked to get verified certificate from concern SDM and Tehsildar that I am a resident of that area, how funny it is", said the teacher.
Similarly, those who migrated from Doda, Kishtwar, Rajouri, Poonch and other militancy affected districts are being asked to produce so-called verification.
