Ghulam Qadir Joo R/o Chakat Pura, Pulwama, who duped people on the name of Job. According to CB, Swaran Lal, son of Dhaya Ram of Mehha Chak, Kathua, lodged a written complaint with it, alleging therein that after he came in his contact, Hanif introduced himself as a highly influential person having links in the ministry. The contact matured into a relationship as Hanif became 'dharma' brother of his sister and assured them that he could arrange class IV jobs for the sons of the complainant's sister as he himself was the member of the selection committee and that some amount would have to be paid which was to be shared amongst other members of the committee. As a consequence of the allurement and assurance, an amount of Rs 1.5 lakh was allegedly paid by him and Rs 1.5 lakh by his sister to Hanif. In his complainant, Swaran alleged that Hanif later called him and the candidates to Srinagar where he, in connivance with accused Abdul Hamid Dar alias Zahid Ahmed Dar, son of Aman Ullah Dar of Kaunthal, Pattan in Baramulla, and Farooq Ahmed Joo, son of Ghulam Qadir Joo of Chakat Pura, Pulwama, created a fictitious interview and called one Sheikh Mohammad Shabir. Thereafter, the candidates were asked to join at Shopian where Hanif introduced accused Farooq Ahmed Joo as Director of Agriculture Department whereas later it was learnt that he was only Sub-Divisional Agricultural Officer. It was further alleged that the accused also called two relatives of the complainant to Srinagar for their appointment in tourism department and again took Rs 3 lakh from them. However, after waiting for a long time, when no response was received, the complainant approached the accused who assured him that employment shall be provided at all costs. To further convince the complainant, Farooq Ahmed Joo motivated the complainant that accused Abdul Hamid Dar and Hanief were fraudsters but he could manage the appointments and in this way again took huge amount of money from him. Farooq Ahmed, in connivance with one Radhey Sham, son of Chuni Lal and Rajesh Kumar, son of Mohan Lal, both residents of Kanah, Kathua, who acted as his agents, started taking money from different persons including the relatives of the complainant, duping the complainant and others of lakhs of rupees. On receipt of this complaint, a preliminary verification was initiated by CB, Jammu, and during the course of investigation, it was found that Zahid Dar, Hanif and Farooq Ahmed Joo had allured the complainant on the pretext of providing government jobs to his relatives and others and also conducted mock interviews at Srinagar in order to befool the candidates and obtained cash amounting to lakhs of rupees through fraudulent means. It also came to fore that complainant and the candidates paid money amounting to lakhs of rupees on different dates to the accused in their given bank accounts. The money was deposited in Zahid's SBI A/c No 30157106812 and Joo's SBI A/c No 20025759914 in the bank's branch in Akhara Building, Budshah Chowk, Srinagar. As per the bank statement obtained by CB, an amount of Rs 15,17,000 was found received in the account of accused Zahid whereas, an amount of Rs 5,79,120 was found received in the A/c of Joo from Dyalachak, Hira-nagar and Samba area. This money the accused had received illegally from the complainant and others to cause wrongful gains to themselves and wrongful loss to the complainants and others. After completion of investigation, CB registered FIR under sections 420, 406 and 120-B of RPC.
