Early Times Report

Srinagar, Apr 13: The inhabitants of Dal Lake claimed that the land provided by the government under Dal Dwellers rehabilitation policy in Housing Colony Rakhe-Arth in central Budgam is 'marshy' which is unsafe for residential construction.
The affected inhabitants said that the residential structures they had erected after being shifted to Rakhe-Arth have developed cracks besides there is no proper facility of power and drinking water which has added to their woes.
"The process of shifting Dal Dwellers was started in 2008, most of the people who shifted to Rakhe-Arth under governments rehabilitation policy complained that the land is marshy and in no way suitable for constructions," Mohammad Yousuf Bhatt, President of local coordination committee told 'Early Times'.
He claimed that National Institute of Technology (NIT) Srinagar after testing the land at Rakhe-Arth declared it as marshy, though the government seems to be in deep slumbers to save them from getting buried.
"The location allocated for Dal dwellers besides being risky is far away and it is difficult for us to travel form one district to another. We have been residing at Dal Lake since centuries and associated with tourist business which is our main source of income to sustain our families,' he added.
He said that the inhabitants whose livelihood depends on labor work have been running from pillar to post to get their grievance redressed.
"We are poor having no source of income other than sustain our families by selling vegetables, handicrafts, there are Shikarawalas and flower vendors who livelihood has been severely affected after being shifted to Rakhe-Arth," he said.
He claimed that youth have indulged in social crimes while children have left studies halfway due to desperate economic conditions of their parents.
"We are living a distressed life, government should consider our genuine issues and reconsider its policy vis-à-vis Dal dwellers, 2014 devastating floods washed away our belongings and we have been suffering through immense problems ever since the floods hit Kashmir valley," Tariq Ahmad another resident told 'Early Times'.
He said that more than 600 structures were completely damaged during September 2014 floods while remaining structures that also suffered damages are unfit for living.
"In pursuant to said report Lakes and Waterways Development Authority (LAWDA), prepared list of 166 affected families whose dwellings were washed away in floods, till date no concrete measures were taken by the authorities for our rehabilitation," he added.
