JAMMU, Apr 13: Due to the alleged non-cooperation of Director School Edu. (DSE), Srinagar, and Srinagar Municipal Corporation (SMC), the management of DAV Public Sec. School, Jawahar Nagar, has been forced to declare a lockout. "It is with great pain to report that the management of DAV Public Secondary School, Jawahar Nagar, has been forced to declare a lockout in the school in view of total non-cooperation by DSE, Srinagar, and SMC without any reason," a school handout said. "However, after a contempt petition for disobedience of the Dec 30, 2014 high court order, SMC, after a gap about 11 months, issued permission on Sept 27, 2015 vide order No 647 for reconstruction and raising of the boundary wall. Unnerved by this development, DSE Shah Faesal, by brazen intolerance, leveled unfounded, frivolous and concocted allegations before then chief minister when the management was called for discussions regarding the school affairs. Although the DSE was snubbed by the chief minister, he, in alleged connivance with Chief Minister's M H Malik, got a letter issued vide No ps/secy/HCM/730/2015 on October 14, 2015 to SMC and others, directing them not to allow the management to conduct repairs. Although the high court had earlier directed the government to grant permission within 3 days as per directions in government order No HUD 265-HUD of October 8, 2014," it added. It said when repairs and raising of boundary wall, damaged by the September 2014 floods, was taken in hand, the management was stopped on the plea of the October 14, 2015 letter of CM's secretary. This was challenged in the high court by the school management. According to the handout, the court order reads as: "Notice for objections within four weeks. Meanwhile, operation of the Oct 14, 2015 communication of the CM's secretary to the SMC commissioner to the extent it pertains to DAV school, Jawahar Nagar, shall not be acted upon." |
